We are currently seeking a driven and knowledgeable individual to take on the role of Supervisor for Oil and Gas Regulatory Affairs in our Denver office. The ideal candidate will exhibit exceptional leadership capabilities, a thorough understanding of federal permitting processes, and the expertise to formulate strategic recommendations for the asset team. This supervisor will lead a regulatory team to achieve specific asset development objectives while collaborating closely with various internal departments and external stakeholders, including state and federal agencies, to ensure continuous progress and successful outcomes on asset team initiatives. Given the diverse maturity levels of the assets under our stewardship, the successful candidate will be adept at navigating regulatory environments that may be less established.

Key Responsibilities:

Permitting:

  • Provide expert advice on regulatory permitting issues during asset meetings to align with team objectives, strategize effectively, and adhere to project timelines for successful asset development.
  • Ensure that all necessary regulatory approvals are secured well in advance of scheduled operations, including contingency plans to maintain flexibility.
  • Lead regulatory team members and oversee the execution of permitting deliverables required for federal and state submissions, consistently seeking to enhance processes.
  • Monitor the performance of team members, contractors, and agencies, aiming to optimize results from all involved parties.
  • Address complex challenges in demanding permitting and operational settings.
  • Coordinate with regulatory agencies to ensure that operational priorities are met efficiently and within established timelines.
  • Report on the progress of permitting projects, timelines, and provide updates to upper management.
  • Accountable for the submission of annual and quarterly targets related to APD submissions and approvals.
  • Supervise the coordination and execution of all federal and state permitting objectives set by the asset team.
  • Possess knowledge of regulatory agencies and their associated approval timelines (e.g., federal, state, county: pit permits, commingling applications, water well permits, boring permits, ROWs, water permits, and water routes).
  • Work towards enhancing communication with all regulatory agencies while continuously seeking process improvements.

Operations:

  • Take ownership of rig schedule permits, ensuring timely submission and approval to meet desired spud dates.
  • Maintain awareness of wildlife, cultural, and other permitting challenges that could affect development, and effectively communicate these impacts to leadership.
  • Collaborate with leadership on estimated timelines for regulatory approvals, proactively identifying potential issues and working with the team to develop solutions.

Reporting and Tracking:

  • Maintain an internal database with a high degree of accuracy to facilitate timely reporting to leadership.
  • Generate bi-monthly WOGCC and BLM APD reports to showcase the company's permitting progress and inventory.
  • Verify all weekly progress reports from the team regarding BLM and WOGCC APDs, including submittals, approvals, spuds, expirations, renewals, and general updates.
  • Responsible for quality control and validation of all permitting data and metrics.

Qualifications & Desired Skills:

  • A minimum of 8 years of experience in federal and state permitting, with Wyoming experience considered a plus.
  • Prior management experience is essential.
  • A Bachelor's degree is required, with a degree in a relevant field being highly desirable.
  • In-depth knowledge of federal and state permitting processes.
  • Strong leadership and collaborative skills.
  • Exceptional organizational skills and the ability to prioritize effectively.
  • Excellent communication skills, with the ability to convey information clearly to both team members and regulatory agencies.
  • Proven ability to identify and implement process improvements through cross-functional collaboration with all related departments (geology, drilling, completions, operations, etc.).
  • Capability to effectively manage team members, contractors, and competing priorities to achieve results.
  • Familiarity with programs such as ARC GIS, EPEX, M-FILES, EFORM, RBDMS, AFMSS, Spotfire, Well Drive, and Open Invoice is advantageous.
