Position Overview

This role encompasses significant managerial and complex professional administrative responsibilities, focusing on the strategic planning, organization, staffing, direction, and oversight of the City's Public Utilities division. The primary objective is to ensure effective management and monitoring of all Public Utilities operations, which include Engineering and Inspections, Capital Improvement Projects, Water Production, Water Quality, Water Distribution, Utility Maintenance, Sanitary Sewer System, and Administration.

Key Responsibilities

1. Lead and manage the Public Utilities Department in alignment with the City's objectives, ensuring exceptional customer service and adherence to professional standards.
2. Oversee the preparation, review, and updating of departmental budgets; monitor financial performance and approve purchasing requests.
3. Develop and implement operational policies and programs, ensuring compliance and recommending necessary adjustments.
4. Supervise and provide guidance on technical and engineering functions within the department.
5. Manage personnel, including instructing, assigning tasks, reviewing work, and addressing employee issues.
6. Conduct field inspections of all Public Utilities operation sites.
7. Address citizen inquiries and resolve complaints to guarantee quality service delivery.
8. Secure and manage federal, state, and local grant funding.
9. Formulate and oversee the citywide Capital Improvement Program budget, including bid preparation and construction project supervision.
10. Prioritize resource allocation to meet both anticipated and unplanned departmental needs.
11. Execute personnel actions in accordance with applicable agreements and regulations.
12. Coordinate activities with various governmental agencies at all levels.
13. Review and analyze various departmental reports and documents.
14. Facilitate Public Utilities Commission meetings.

Qualifications

A bachelor's degree from an accredited institution in engineering, public or business administration, or a related field is required. A minimum of ten (10) years of extensive experience in engineering operations, water and wastewater management, grant administration, and related areas is essential. A valid Florida driver's license is required, and a Professional Engineer (P.E.) license is preferred.

Skills and Knowledge

- In-depth understanding of Public Utilities policies, procedures, and regulations.
- Strong organizational, planning, and implementation skills relevant to the Director of Public Utilities role.
- Comprehensive knowledge of civil engineering, personnel management, and financial operations.
- Ability to effectively communicate with diverse groups and deliver impactful presentations.
- Proficient in exercising independent judgment in supervisory roles and emergency situations.
- Familiarity with applicable federal, state, and local laws governing departmental operations.
- Capacity to identify operational challenges and propose effective solutions.
- Competence in establishing and maintaining positive working relationships with various stakeholders.
