Job Title: Director of Public Utilities

Job Summary:

The City of North Miami Beach is seeking a highly qualified Director of Public Utilities to lead the Public Utilities Department. The successful candidate will be responsible for planning, organizing, and directing the activities of the department, ensuring high-quality customer service, professional standards, and quality controls.

Key Responsibilities:
  • Directs and manages the Public Utilities Department, ensuring alignment with the City's goals and initiatives.
  • Prepares, reviews, and updates departmental budgets, monitoring expenditures and revenues.
  • Establishes and implements operating policies and programs, ensuring enforcement and compliance.
  • Provides supervision, direction, review, and approval of technical and engineering functions and operations.
  • Directs and supervises personnel, including instructing, assigning, and reviewing work.
  • Performs field inspections of public utilities operation sites.
  • Corresponds with citizens and resolves complaints to ensure quality service delivery.
  • Obtains and administers federal, state, and local grant funds.
  • Formulates and administers the citywide Capital Improvement Program budget.
  • Prioritizes allocation of personnel and departmental funds to meet current and future needs.
  • Exercises authority for departmental personnel actions, consistent with collective bargaining agreements and applicable rules and regulations.
  • Coordinates activities with multiple governmental agencies.
  • Receives and reviews various reports and documents.
  • Negotiates to reconcile different points of view and make constructive policy recommendations.
  • Facilitates Public Utilities Commission meetings.
Requirements:
  • Bachelor's degree from an accredited college or university, with major coursework in engineering, public or business administration, or a related field.
  • Ten years of thorough experience in the operation and planning of engineering, water, wastewater, grant administration, rates and financing, contracting, and administration.
  • Valid Florida driver's license.
  • Professional Engineer (P.E.) license preferred.
Preferred Qualifications:
  • Extensive knowledge of all policies, procedures, regulations, requirements, activities, and methods of the Public Utilities Department.
  • Thorough knowledge of the principles of organization, planning, development, and implementation of responsibilities as they relate to the activities of the Director of Public Utilities.
  • Comprehensive knowledge of administration, warehouse, civil engineering, personnel administration, operations, water and sewer operations, financing, and rates, management budgetary control, planning, and other related subjects.
  • Considerable knowledge of regulatory agency standards, guidelines, and requirements.
  • Ability to communicate effectively with a variety of public and private groups.
  • Ability to use independent judgment and discretion in supervising subordinates.
  • Ability to plan, organize, and supervise the work of all departmental employees.
  • Ability to identify problem areas, analyze, and recommend solutions regarding the efficiency and effectiveness of departmental operations.
  • Ability to establish and maintain effective working relationships with other employees, supervisors, departmental officials, officials of other agencies, and the general public.
