JOB SUMMARY:

The State of Idaho is in search of a distinguished leader to serve as the Chief Executive Officer of the Idaho Commission of Pardons and Parole. This executive role entails direct reporting to the Governor and encompasses comprehensive oversight and strategic direction for all functions of a state agency. Responsibilities include budget management, fiscal accountability, legislative drafting and presentation, staff recruitment and management, media relations, adherence to public records and open meeting laws, and litigation management. The CEO will oversee the daily operations of the commission and assist in fulfilling its statutory duties and powers, including scheduling meetings and hearings.

DUTIES AND RESPONSIBILITIES:

- Directs and manages the operations of the Commission of Pardons and Parole, holding full accountability for all departmental services and initiatives. Provides leadership and direction to division heads, formulates agency strategic plans, sets goals, and assesses outcomes.
- Oversees the formulation and execution of agency objectives, policies, and priorities. Guides the leadership team in developing departmental goals and objectives.
- Addresses public and legislative inquiries, articulating and defending the agency's programs, policies, and activities while resolving sensitive and contentious issues.
- Cultivates strong professional relationships with the Office of the Governor, legislators, judiciary, law enforcement, and other governmental partners to facilitate effective problem-solving and collaboration.
- Establishes optimal service and staffing levels, evaluates service delivery methods, allocates resources, and monitors budgetary and personnel matters.
- Recruits, trains, motivates, and assesses staff performance, ensuring ongoing professional development and addressing performance issues as necessary.
- Analyzes workloads and administrative systems, identifying opportunities for enhancement and overseeing the implementation of improvements.
- Manages the development and execution of the Department's budget, approving forecasts for staffing, equipment, and supplies, and making necessary budgetary adjustments.

MINIMUM QUALIFICATIONS:
  • Extensive knowledge of the criminal justice system, typically acquired through 7 years of experience in the field or a combination of education and relevant experience in related areas such as criminal justice, social work, public administration, or law.
  • Solid understanding of management principles, usually gained through upper-division coursework in management or relevant job experience.
  • Experience in analyzing and evaluating legal documents and records, typically obtained through academic coursework and practical experience.
  • Proficiency in preparing written reports, usually developed through experience in social services, law enforcement, or business environments.
SKILLS:

Desirable skills include strong organizational abilities, effective communication, attention to detail, knowledge of relevant laws and regulations, budget management, staff supervision, and performance evaluation.

PHYSICAL REQUIREMENTS:
  • Ability to travel to various locations as required.
  • Capacity to engage in extended verbal communication with individuals or groups.
SUPERVISORY RESPONSIBILITY:

Direct responsibility for hiring and managing performance of staff within the chain of command, including leadership teams and support personnel. Ensures quality and attention to detail in all work products and fosters a positive, collaborative agency culture.
