Job Overview

The Land Acquisition Specialist will operate under guidance to facilitate the procurement, relocation, property oversight, and title examination/clearance necessary for effective negotiation and acquisition of private properties for public utilization in accordance with the Federal Uniform Act.

Key Responsibilities

  • Secures real estate in compliance with the Federal Uniform Act and the ODOT Right of Way manual.
  • Conducts title investigations and clearance related to the acquisition process; performs advanced property and ownership research; and manages payment and escrow operations.
  • Applies knowledge of real estate appraisals to clearly communicate project details, documentation, processes, ROW plans, and property valuation to property owners and/or tenants.
  • Drafts administrative settlements and justifications while formulating mitigation strategies.
  • Oversees the relocation of property owners and their tenants, which may include commercial entities, residential owners, and agricultural properties, depending on project scope.
  • Administers real estate acquired for public entities.
  • Reviews acquisition documentation to confirm there are no unresolved real property issues.
  • Performs additional duties as required.

Qualifications

  • Possession of current Real Estate and Notary Public licenses in Oregon.
  • Valid Oregon driver's license with a satisfactory driving record.
  • Capability to work autonomously and remotely, inspecting properties and land, traveling across the state and the Pacific Northwest, and enduring extended periods of sitting or standing.
  • Exhibits strong verbal and written communication abilities, professionalism, and resourcefulness in overcoming challenges.
  • Proficient in using personal computers, Microsoft Office Suite, Google Earth, ArcGIS, and data management applications.
  • Highly organized and detail-oriented.
  • Ability to prioritize tasks and complete assignments accurately and punctually.
  • Willingness to work evenings and weekends as necessary.
  • Must successfully pass a criminal background check.
  • Maintain confidentiality in all communications.

Preferred Qualifications

  • Bachelor's degree or equivalent professional experience.
  • One or more years of proven negotiation experience in the land acquisition field.
  • Experience in acquisition and/or relocation under the Federal Uniform Act.
  • Familiarity with property legal descriptions, title reports, and ownership instruments.
  • Understanding of the interconnectivity of real estate disciplines (e.g., acquisition, relocation, property management, title, project management, appraisal, etc.).
  • Demonstrated capability to draft administrative settlements and mitigation plans.
