Job Title: Senior Environmental Planner

Rincon Consultants, Inc. is seeking a highly skilled Senior Environmental Planner to join our Water Resources Sector team. As a key member of our team, you will be responsible for overseeing the preparation of CEQA/NEPA documents for water infrastructure projects, managing environmental constraints analyses, and advising clients on all aspects of the CEQA process.

Key Responsibilities:
  • Prepare and manage CEQA/NEPA documents for water infrastructure projects
  • Conduct environmental constraints analyses and provide recommendations to clients
  • Manage and advise clients on all aspects of the CEQA process, including CEQA Guidelines, agency-specific guidance, and relevant legislation and case law
  • Establish and maintain effective communication with clients and subconsultants
  • Provide technical and interdisciplinary team oversight, including management of subcontractors, quality control of work products, budget management, and schedule control
  • Develop and maintain existing and new business relationships, identify and pursue leads, prepare proposals, and successfully procure project contracts
Requirements:
  • Bachelor's degree in an applicable field; advanced degree (Masters/PhD) preferred
  • 5+ years of increasingly responsible experience in CEQA/NEPA and water resources sector
  • Focused interest and/or experience in preparing CEQA/NEPA documents for potable water, wastewater, recycled water, desalinated water, groundwater, and stormwater infrastructure projects and/or water supply and water rights projects
  • Experience coordinating and collaborating with water agency/district staff, public works staff, and engineering firms, especially during the environmental review process
  • Experience managing projects from design concept through environmental planning to mitigation implementation during construction
  • Practical understanding of CEQA/NEPA, as well as knowledge of other federal, state, and local laws and regulations related to water and environmental resources
  • Detail-oriented, resourceful, strong time management skills, and innovative
  • Excellent organization, schedule, and budget management skills
  • Excellent verbal and written skills with the ability to speak and write effectively and persuasively with clients, agencies, and the public
  • Excellent interpersonal skills with the ability to lead a large multi-disciplinary team and promote and sustain effective working relationships with clients, the public, and other agencies
  • Experience with Microsoft Office suite of programs (Word, Excel, PowerPoint, Teams, etc.)
