Base Operations Manager

This is a Permanent GS BASE OPERATIONS MANAGER (TITLE 32) position in the MO Fort Leonard Wood Training Site.
Key Responsibilities- Manage the overall operational aspects of the GTC, including long and short-range planning, and directing the operation, maintenance, repair, rehabilitation, and construction of all real property.
- Oversee all installation training center, facilities, utilities, buildings, structures, roads, ranges, water systems, disposal systems, sewage systems, bridges, communications, and electrical systems.
- Direct the development of regulations, procedures, and operating instructions tailored to the specific needs of the training center.
- Ensure the continuous operational mobilization readiness of the training center and the operational ability on short notice to support state and federal agencies in support of national defense initiatives.
- Manage a variety of funds, including program management of Range and Training Program (RTLP) funds and Integrated Training Area Management (ITAM) funds.
- Communicate and coordinate with staff and various organizational headquarters on matters pertaining to supply and training support activities.
- Interact with local media and handle sensitive public relations problems.
- Respond to congressional inquiries concerning legislation that has potential impact on current and future training center operations and training.
- Maintain direct dialogue with regional EPA representatives concerning pending legislation affecting current and future national defense initiatives at the training centers.
- Ensure required environmental documentation, such as Installation Natural Resource Management Plans, Cultural Resource Management Plans, and historical holdings, are current and available for public review.
- Compatible military grade and assignment required prior to the effective date of placement.
- Selected candidate must be MOS qualified within 12 months from date of appointment.
- Title 32 employees will not be militarily senior to their full-time supervisor (grade inversion).
- Maximum Military Grade - Officer: CPT(O-3)
- Minimum Military Grade - Officer: 2LT (O-1)
- Warrant Officer: CW3 (W-3)
- Warrant Officer: WO1 (W-1)
Must possess experience, education, and/or training that provided a general knowledge of principles of organization, management, and administration, and experience using computer and automation systems.
GS-11 Specialized ExperienceMust possess 36 months of experience, education, or training that provided the ability to develop and recommend policy, organize and carry out programs, evaluate and recommend changes in methods of operation, and prepare written communications and oral presentations.
This specialized experience must also include the ability to manage a variety of funds and ensure funds are expended appropriately.
Specialized Supervisory ExperienceMust possess experience managing the function of the work to be performed, including the ability to lead, direct, and assign work of personnel.
