The City of Albuquerque seeks a highly skilled and experienced professional to serve as a Capital Improvement Program Coordinator. This role will be responsible for directing, managing, and coordinating activities and operations for renovation and new development projects, including fiscal project planning, managing multiple funding sources, design, plan check, inspection, project budgets, and scheduling.
Key Responsibilities- Direct and manage activities and operations for renovation and new development projects
- Manage multiple funding sources and project budgets
- Coordinate with other divisions, departments, and outside agencies
- Provide highly responsible and complex administrative support
- Supervise the work of staff and consultants responsible for performing technical and professional projects
- Bachelor's degree in engineering, business administration, public administration, or a related field
- Five years of managerial capital improvement project planning and/or financial reporting experience
- Two years of direct supervisory experience
- Possession of a valid New Mexico Driver's License or the ability to obtain by date of hire
- Possession of a City Operator's Permit within six months from date of hire
- Operation characteristics, services, and activities of the Department with specific emphasis on professional engineering practices, procedures, and methods to implement capital projects
- Principals and practices of program development and administration
- Municipal budget preparation and administration
- Principals and practices of engineering
- Principals of supervision, training, and performance evaluation
- Methods and techniques of project planning and the design and construction process
- Methods and techniques to prepare for public meetings and obtaining informed consent
- Principals and practices associated with project bidding, including construction document preparation, specifications, and process
- Principals and practices of engineering materials
- Multiple project funding sources, requirements, and reporting
- Project budget, preparation, and control
- Asset management
- Multiple project scheduling and construction implementation
- Lead, organize, coordinate, and review the work of lower-level staff and private sector design consultants
- Select, supervise, train, and evaluate staff
- Oversee the design, planning, construction, and renovation of engineering projects
- Develop and administer division goals, objectives, and procedures
- Prepare and administer large and complex budgets
- Research, analyze, and evaluate new service delivery methods and techniques
- Interpret and apply Federal, State, and local policies, laws, and regulations
- Communicate clearly and concisely
- Establish and maintain effective working relationships with those contracted in the course of work
- Interpret, explain, and enforce department policies, procedures, and practices
- Serve as project manager for a variety of capital projects
- Review and approve a variety of construction documents, specifications, and details associated with any renovation and development project and which require professional engineering consultants and sub-consultants
- Inspect, coordinate, and review fieldwork
- Schedule construction for city crews, on-call construction contract(s), and bid situations
- Communicate and present professional and technical project information to neighborhood associations, boards, and the public
- Develop project budget and monitor for compliance
- Document efficiently and effectively to maintain project files
- Coordinate assigned activities with other division, departments, agencies, and organizations
- Analyze problems, identify alternative solutions, evaluate consequences, and implement action recommendations
- Work independently or with a team, as necessary, to solve problems, resolve conflict, meet goals, and objectives
- Perform the essential functions of the job with or without reasonable accommodation
