Job Summary

This is a challenging opportunity to join the StateJobsNY team as a Disaster Preparedness Program Representative 3. As a key member of the Office of Emergency Management's Incident Management Team, you will play a critical role in supporting emergency operations during times of disaster and emergency.

Key Responsibilities
  • Assess the training needs of State and local Incident Management Teams and other organizations that support the State's emergency management efforts.
  • Conduct and/or facilitate the delivery of Incident Management Team related training, locally, regionally, and across the State.
  • Support emergency operations during times of emergency and disaster from State field offices, and/or local deployments.
  • Provide technical assistance to State and local government agencies in the development, deployment, and maintenance of All Hazards Incident Management Teams.
  • Attend and/or facilitate meetings, conference calls, and provide support in the development and maintenance of AHIMTs.
  • Develop and coordinate the delivery of All Hazards Incident Command System (ICS) Position Specific Training and AHIMT training, workshops, and conferences.
  • Prepare overall program expenditure data, estimate projected expenses for budgetary purposes, and draft other required financial reports as required by grant guidance or agency policy.
  • Develop on-site assistance programs and evaluate regional/local AHIMTs to determine operational readiness.
  • Identify and establish administrative priorities within assigned programs.
  • Analyze written and published program material on National Incident Management System (NIMS), ICS, and AHIMTs, and draw conclusions concerning its impact.
  • Maintain and update coursework related to IMT positions. Also maintain and update Standard Operating Procedures and Guidelines related to the State IMT.
  • Develop sustainment programs to ensure readiness and qualification of State IMT members.
  • Participate in the development and coordination of a Statewide comprehensive training and exercise plan.
  • Perform the full range of supervisory responsibilities.
  • Supervise the State IMT and the State IMT Program.
  • Provide oversight of the State IMT Qualifications System formed to comply with established national standards.
  • Manage the State Qualifications and Review Board.
  • Maintain the All-Hazards Position Specific Courses instructor database with FEMA.
  • Create and deliver IMT presentations.
  • Travel may be required.
Requirements

To be considered for this position, you must meet the minimum qualifications outlined below:

  • Six years of emergency management experience as listed below.
  • Substitutions with a degree in a related field as listed below:
    • An associate degree in a related field can substitute for two years of specialized experience.
    • A bachelor's in a related field degree can substitute for four years of experience.
    • A master's degree in a related field can substitute for five years of experience.
    • A doctorate in a related field can substitute for six years of experience.
  • Provisional and 55b/c qualifications:
    • You may also be eligible for a provisional appointment if you meet the qualifications below:
      • Seven years of emergency management experience as listed below.
      • A specialized associate's degree as listed below and five years of emergency management experience as listed below.
      • A specialized bachelor's degree or higher as listed below and three years of emergency management experience as listed below.
      • A specialized master's degree as listed below and two years of emergency management experience as listed below.
Preferred Qualifications

Preferred qualifications include:

  • Experience with emergency management and disaster preparedness programs.
  • Knowledge of the National Incident Management System (NIMS) and the Incident Command System (ICS).
  • Experience with training and exercise development and delivery.
  • Experience with program management and budgeting.
  • Experience with supervisory and leadership roles.
