Job Summary

The Disaster Preparedness Program Representative 1 plays a critical role in the New York State Watch Center, monitoring and analyzing critical information to support federal, state, and local government officials, emergency responders, and the public. This position requires a strong understanding of emergency management principles and the ability to work effectively in a fast-paced, dynamic environment.

Key Responsibilities
  • Develop and implement policies and procedures for the New York State Watch Center.
  • Prepare daily operational briefings, including information from federal, state, and county sources, regional activities, noteworthy news, weather, transportation, utilities, and GIS mapping.
  • Monitor multiple sources of information for situational awareness of incidents that may impact New York State, requiring a multi-agency response or OEM involvement.
  • Communicate with state, federal, and local officials, agencies, and organizations to confirm incident details.
  • Serve as the Office of Emergency Management's first point of contact for state agencies regarding local, county, state, national, and international incidents, emergencies, or disasters.
  • Research, analyze, and report on program activities.
  • Oversee section operations in the absence of a supervisor.
  • Maintain contact information, operational databases, and complex communication systems.
  • Assess and evaluate information using educational and background ability to reason clearly and make sound judgments.
  • Notify partners of State Emergency Operations Center activations and alert the general public of emergency situations in their localities.
  • Act as the SEOC Message Center during activations.
Requirements
  • Four years of emergency management experience coordinating and implementing emergency management and disaster preparedness programs.
  • Associate degree in a related field can substitute for two years of specialized experience; bachelor's degree in a related field can substitute for four years of experience.
  • Specialized degree areas include Atmospheric Science, Business Continuity, Business Organizational Security Management, and more.
  • Valid Driver's License issued by the NYS Department of Motor Vehicle is required, or otherwise demonstrate the capacity to meet transportation needs.
Working Conditions

This is a 365-day, 24/7 operation. Shifts will be assigned as follows: Day Shift from 6:00am to 2:00pm, Evening Shift from 2:00pm to 10:00pm, and Night Shift from 10:00pm to 6:00am. Support of operations during times of emergency and disaster from State Emergency Operations Center (EOC), state field offices, and/or local deployments may be required, resulting in a change and/or increase in working hours, locations, and/or duties.
