Parking Enforcement Manager

Under the general supervision of the Director of Parking & Transportation Services, the incumbent will be responsible for leading the day-to-day operations of campus traffic and serving as the lead to full-time and part-time parking officers. The incumbent will effectively communicate with lead counterparts on daily operations and meet frequently with the Parking Event Coordinators to designate event parking arrangements, signage, and staffing.
Key Responsibilities:- Prepare traffic event plans and after-action reports for special events such as campus fairs, orientations, and commencements.
- Coordinate assignments for the field operation, including assigning staffing needs at the Welcome Centers.
- Monitor traffic control, campus events, field services, and enforcement.
- Lead by example and hold field personnel to their highest standards.
- Handle technical issues related to the parking pay stations, the campus parking mobile app, and enforcement issues related to the license plate recognition (LPR) system.
- Train new officers on using citation handheld and LPR equipment.
- Issue parking citations to vehicles violating parking regulations and for all violations under the California Vehicle Code.
- Apart in court as an expert witness for third-level appeals in representation of the university.
- Unlock vehicles when assistance is requested and answer trouble-shooting calls.
- Perform vehicle battery-jumps, enforce disabled placard misuse, identify vehicles subject to tow, and escort emergency vehicles onto the campus.
- Attend training and workshops intended to increase knowledge and experience.
- Perform vacant lot counts and emergency phone malfunction checks.
- Assist public with trouble-shooting parking pay stations.
- Assist with the recruitment of traffic officers.
- Must have two (2) or more years of lead experience or performance of lead work for parking staff.
- Knowledge of university parking rules and regulations.
- The use of applicable traffic equipment and systems.
- Must know how to interpret the California Vehicle Code and any applicable laws pertaining to public grounds.
- Must have good interpersonal skills and the ability to administer exceptional customer service.
- Must have good leadership skills and the ability to make critical decisions with limited to no supervision.
- Must be able to interface and communicate effectively with diverse community and communicate effectively both orally and in writing.
- Must possess a valid California's driver's license.
- The incumbent must have a demonstrated interest and/or ability in working in a multicultural/multiethnic environment.
As part of the CSU system, California State University, Los Angeles is a State of California Employer. As such, the University requires all employees upon date of hire to reside in the State of California. As of January 1, 2022, the CSU Out-of-State Employment Policy prohibits the hiring of employees to perform CSU-related work outside the state of California.
CPR, First Aid, and C.E.R.T. training is desirable.
