OHSEPR serves as the emergency management authority for the Administration for Children and Families within the U.S. Department of Health and Human Services. These teams are tasked with the ability to swiftly respond to incidents arising from emergency situations.

Seneca Global Services, LLC is in search of a Senior Emergency Management Analyst to support All OHSEPR programs, including the Disaster Human Services Case Management (DHSCM) program, the U.S. Repatriation Program, and the Continuity of Operations (COOP) program.

Key Responsibilities:
  • Formulating and executing emergency management standards, regulations, practices, training, and procedures aimed at identifying, mitigating, or eliminating hazards and threats;
  • Crafting and preparing emergency management policies, plans, procedures, and risk assessments;
  • Evaluating emergency management processes, plans, and standard operating procedures for compliance with established directives, regulations, policies, civil rights laws, and standards;
  • Providing expert advice on preparedness and response strategies related to natural and/or man-made disasters;
  • Designing plans to maintain essential functions during various hazards;
  • Planning, coordinating, and executing exercises in line with the Homeland Security Exercise and Evaluation Program (HSEEP);
  • Offering coordination and support for major activities to ensure the continuity of essential functions during any incident;
  • Developing and implementing operational concepts for casualty management, patient surges, and disease outbreaks;
  • Analyzing and implementing activities that support Continuity of Operations, Continuity of Government, occupant emergency, and contingency planning;
  • Establishing programs to engage all stakeholders in reducing the frequency, severity, and costs associated with disasters, injuries, fatalities, and impacts on critical infrastructure and the environment;
  • Coordinating emergency response and preparedness training, exercises, and assistance;
  • Managing components of emergency management programs during responses, including Emergency Operations Center activation and operations;
  • Integrating diverse stakeholders into emergency preparedness and response activities to ensure equitable access and resources in accordance with civil rights laws;
  • Assessing required and available resources (technical expertise, equipment, and infrastructure) to support emergency activities.
Basic Qualifications:
  • A bachelor's degree and a minimum of 10 years of professional experience (or a master's degree and 6 years of professional experience);
  • Experience in directing response and recovery readiness planning for private or public organizations or managing programs related to preparedness, risk management, emergency management, or public health and safety;
  • Experience advising senior executives on emergency management initiatives;
  • Utilizing executive-level program analyses to enhance operational effectiveness and efficiency;
  • Providing guidance and technical assistance to internal and external clients, particularly human and social service providers, on complex federal emergency management initiatives;
  • Offering technical advice and support on quality assurance and process improvement practices related to emergency management services;
  • Proficiency in productivity tools (MS Office, Teams, PowerPoint, Excel, Visio, SharePoint) to analyze information and generate reports or briefing materials;
  • Ability to coordinate and efficiently manage multiple tasks;
  • Experience supervising a team in both technical and administrative capacities.
