Position Summary

The Lead Project Engineer will oversee a statewide team of Engineers, Designers, Estimators, Drafters, and Project Coordinators, both in-house and external partners. This role is crucial for the planning, coordination, design, and management of capital projects related to water and wastewater infrastructure. The successful candidate will manage an annual capital project budget exceeding $100 million, focusing on the design and permitting of extensive water main replacement initiatives.

Key Responsibilities

  • Direct a team of technical professionals to implement a comprehensive Capital Program that includes both linear and vertical water and wastewater projects, such as facility rehabilitation and new construction.
  • Ensure adherence to financial targets and manage the planning and execution of capital projects to meet established goals.
  • Collaborate with Operations and Construction teams to monitor project progress and financial performance, ensuring accuracy in cost estimations.
  • Oversee the preparation of contract documents and manage the bidding process for capital projects, ensuring compliance with technical and business standards.
  • Facilitate relationships with regulatory agencies, local officials, and other stakeholders to secure necessary permits and approvals for projects.
  • Utilize project management tools and financial systems to track project authorization, costs, and progress.
  • Engage in professional development activities to maintain and enhance technical expertise.

Qualifications

  • Bachelor's degree in Mechanical, Civil, Environmental, or Sanitary Engineering.
  • A minimum of 5 years of experience in engineering within the water and wastewater utility sector.
  • At least 2 years of experience as a licensed Professional Engineer with project design responsibilities.
  • Registered P.E. in Texas or the ability to obtain licensure within six months of employment.

Skills and Abilities

  • Proficient in project management software and engineering tools such as GIS and ACAD.
  • Strong communication skills, both written and verbal, to effectively interact with internal teams and external stakeholders.
  • Ability to manage multiple projects simultaneously and adapt to changing priorities in a dynamic environment.

Working Conditions

  • This position involves a combination of office work and travel to project sites.
  • Local travel may constitute up to 50% of the workweek.
