Job Summary

We are seeking a highly skilled and experienced Facility Security Manager to join our team at Leidos. Key Responsibilities
  • Implement and manage the industrial security program, ensuring compliance with government and company security policies and procedures.
  • Coordinate and monitor sensitive aspects of DoD or other industrial security programs and security activities.
  • Support clearance processing, visit certifications, document control, and physical security, including alarm response for controlled area programs.
  • Develop and implement security awareness, training, and education programs.
  • Provide guidance to customers and management on security issues, including security education, insider threat, classified document control, security investigations, classification control, and personnel clearances.
  • Apply knowledge of and experience with strong understanding of Physical Security requirements, including collateral Closed Areas, and working knowledge of SF-86, SF-312, DD-254, SF700, SF702, and Operations Security (OPSEC).
  • Develop, implement, and maintain the OPSEC Program to protect sensitive unclassified information, activities, equipment, and materials.
  • Interface with all levels of Leidos personnel and government management personnel to ensure contract security compliance with National Industrial Security Operating Manual (NISPOM), DoD 5220.22-M, Contract Security Classification Specification (DD254), and Program Classification Guides.
  • Conduct security self-inspections, apply risk mitigation methodologies, support customer assessments, and implement security measures to meet requirements.
  • Administer day-to-day security programs, personnel processing, program reviews, document control system, audits, self-inspections, violation investigations & reports, receipt/dispatch/destruction/mail logs, visit certs & etc.
  • Perform physical, personnel, COMSEC, and administrative security responsibilities for multiple SCIFs, which often calls for requests to government security representatives regarding accreditations, personnel actions, AIS transmissions, and working with other government facility sponsors to draft co-use agreements and MOUs/MOAs for shared space.
Requirements
  • Bachelor's degree from an accredited college and 8+ years of experience in a related discipline, or equivalent experience/combined education.
  • 8+ years of professional experience.
  • Self-starter and customer service-oriented.
  • Thorough working knowledge of the NISPOM supplement, overprint, and other government regulations (e.g. DoDM 5105.21 M-1, Intelligence Community Directive (ICD) standards, Executive Orders, and SEADs).
  • Commitment to security - creating and delivering the highest value to customers.
  • Ability to interpret company and government security policies and apply them to program operations.
  • General understanding of Physical Security requirements for ICD 705.
  • Experience with creating and issuing DD-254s.
  • Ability to manage SCI programs.
  • Thorough understanding of security databases such as NISS, DISS, and eQIP.
  • Experience creating and conducting initial security briefings, debriefings, indoctrinations, pre/post foreign travel briefings, and refresher briefings, as appropriate.
  • Ability to develop and establish an effective security awareness, training, and education program.
  • Strong communications skills, both oral and written.
  • Candidates must possess an active Top Secret clearance and be able to meet eligibility requirements for access to SCI.
  • Experience developing and implementing OPSEC, SOPs, and emergency action plans.
  • Experience submitting SCI Nomination packages.
  • Ability to answer after-hour alarms.

  • Knowledge of Access Control and Intrusion Detection Systems.
  • Experience with SCIF construction and ICD 705 certified.

  • Professional Certifications/Affiliations.
  • Experience reviewing RFPs, RFIs, and SOWs and articulating security requirements to program leadership.
