About the Role

We are seeking a highly motivated and detail-oriented Budget Analyst Trainee to join our team at the State of Maryland. As a Budget Analyst Trainee, you will play a critical role in supporting the development, negotiation, and execution of budgets for the Department of Human Services.

Key Responsibilities
  • Assist in the preparation of annual budgets for the Family Investment Administration, ensuring alignment with goals and program objectives.
  • Verify accuracy and certify procurement documents for availability of funds, monitor contract balances, and track expenditures using Advanced Purchasing Inventory Control System (ADPICS) and Relational Statewide Accounting Reporting System (R*STARS) in Financial Management Information System (FMIS).
  • Prepare quantitative portions of budget requests, including experience-based items, formula-driven costs, caseload-driven costs, and inflation adjustments.
  • Provide technical assistance and direction in the operation, retrieval, and preparation of computerized data files, printed copies of numerical requests, and corresponding budget justification notes.
  • Prepare balance sheet items utilizing current expenditure reports to ensure accuracy and reliability, and protect departmental fiscal resources.
Requirements

To be considered for this role, you must meet the minimum qualifications:

  • Four years of experience in budget preparation, presentation, and execution.

Candidates may substitute a Bachelor's degree from an accredited college or university for the required experience. Additionally, candidates may substitute U.S. Armed Forces military service experience as a commissioned officer in the Budget Officer classifications or Financial Management specialty codes in the Budgeting field of work on a year-for-year basis for the required experience.

Preferred Qualifications

Preference will be given to applicants who possess the following preferred qualifications:

  • One year of experience working with Budget Analysis and Reporting System (BARS).
  • One year of experience working with Maryland Financial Management Information System (FMIS).
  • One year of experience with Google software suite.
