Position Overview:
System One is looking for a Contract Construction Manager to oversee projects in the construction sector.

The General Services Administration (GSA), representing the Department of Air Force, aims to design and implement Electric Vehicle Supply Equipment (EVSE), focusing on dual-port chargers and related infrastructure at multiple Air Force Bases.

This role primarily involves evaluating the design-builder's submissions and monitoring their work progress.
Key Responsibilities:

Construction and Closeout Phase Duties:
  • Establish and maintain project documentation and folder organization.
  • Conduct weekly progress meetings and document meeting minutes.
  • Assess the design-builder's progress schedule.
  • Review submissions and shop drawings from the design-builder.
  • Aid in the creation of change orders and promptly inform the Project Manager of any issues or changes.
  • Supervise the design-builder's progress; generate daily reports and draft notices for construction or safety deficiencies.
  • Evaluate the design-builder's payment requests for accuracy.
  • Organize and facilitate Pre-Construction Conferences.
  • Utilize GSA's Kahua Project Management Software for tracking submissions and workflows.
  • Maintain the Integrated Master Schedule and review the Critical Path Method (CPM) schedule.
  • Keep project records using GSA forms and electronic tools.
  • Manage the submittal log for all construction submissions.
  • Track and document defects, errors, and omissions in the work.
  • Maintain a Request for Information (RFI) log and oversee the RFI process.
  • Assist in investigating claims and disputes at the contracting officer level.
  • Participate in weekly progress meetings with the project delivery team.
  • Review construction progress reports to validate payment requests from the construction contractor.
  • Prepare independent cost estimates and assist in reviewing change order packages.
  • Keep a running account of funds allocated for construction contingencies.
  • Monitor compliance with safety regulations and project safety plans.
  • Maintain site records regarding compliance with labor standards, including Davis Bacon requirements.
  • Support and participate in the Commissioning process.
  • Schedule and conduct periodic field inspections of all work.
  • Ensure the design-builder maintains accurate as-built drawings.
  • Conduct pre-final walk-throughs with GSA and the Department of Air Force to confirm substantial completion.
  • Assist in follow-up inspections to resolve outstanding punch list items.
  • Help prepare for system training, inventory, testing, and inspection operations.
  • Review final as-built drawings and specifications.
  • Provide feedback on the commissioning manual and related documentation.
  • Summarize total project costs in a final report, detailing all change orders and unresolved issues.
  • Prepare post-construction documentation.
  • Assist the design-builder and Department of Air Force in developing a turnover plan.
Performance Metrics:
Success in this role will be measured by:
  • Achieving optimal quality, value, and life cycle cost while managing schedule and budget.
  • Proactive measures taken to foresee problems and delays, minimizing their impact on the project.
  • Taking initiative to resolve conflicts and keeping GSA informed of potential disputes and delays.
  • Ensuring compliance with applicable codes, regulations, and project documents.
Qualifications:

A bachelor's degree with seven (7) years of experience or an associate degree with ten (10) years of experience in engineering, architecture, or construction management from an accredited institution.


  • Demonstrated experience in construction management, electrical, and civil engineering projects is essential.
  • Familiarity with EV charging station installations is advantageous.
  • Experience with Federal projects is a plus.
Additional Information:
This position begins part-time, transitioning to full-time hours later. The contract is expected to extend long-term. Compensation includes weekly pay, benefits, and a 401k plan. Travel time to the site is approximately one hour, with a rental car provided or mileage reimbursed. Compensation ranges from $40 to $56 per hour.
