KEY RESPONSIBILITIES:

As the Head of Supply Chain Management, you will oversee:

  1. Establishing procurement systems for subcontracts and services in collaboration with project teams.
  2. Ensuring compliance with CPSR for all federal acquisitions.
  3. Managing warehousing and logistics for both classified and unclassified contracts.
  4. Overseeing corporate purchasing within budgetary constraints of the shared service center.
  5. Developing and refining long-term procurement agreements.
  6. Optimizing master agreements, including discounts, rebates, and service levels.
  7. Consolidating purchases and shipments while implementing a transparent tracking system for deliveries.
  8. Aligning payment terms with cash flow requirements.
  9. Integrating procurement planning with project planning and engineering functions, including:
  • Bill of materials and services.
  • Risk mitigation through multiple sourcing and alternatives.
  • Conducting market research to foster competition.
  • Managing sourcing and prequalification processes.
  • Ensuring small business and financial protections.
  • Planning solicitations and RFPs or RFQs.
  • Documenting and monitoring the supply chain to guarantee product and service quality.
  • Determining terms, conditions, payment methods, and discounts.
  • Conducting price and cost analyses as necessary.
  • Managing inspections, exceptions, and warranties.
  • Overseeing order closeouts and vendor evaluations.
  • Ensuring compliance with sales and use tax regulations.
  • Managing import and export compliance.
  • Extending procurement into client programs.
  • Maintaining effective internal controls, quality assurance, policies, procedures, ethics, audits, and training programs related to procurement.

QUALIFICATIONS:

The ideal candidate will possess:

  • A minimum of twelve (12) to fifteen (15) years of relevant experience.
  • A Bachelor's Degree in Business Administration.

SKILLS:

Successful candidates will demonstrate:

  • Ability to work on computer screens for extended periods.
  • Capacity to sit for long durations.
  • Dexterity to manipulate objects with fingers.
  • Strong listening and communication skills.
  • Proficiency in reading and comprehending written information.
