This position entails significant supervisory and professional responsibilities in conducting budgetary and financial analysis, utilizing established procedures, regulations, and organizational policies to develop and execute the Town's budget. The role operates under general and executive oversight. Reporting to the Deputy Town Manager – Finance and Administration, you will assist department heads in crafting budget requests and justifications by collecting, analyzing, verifying, and consolidating various narrative and statistical data; reviewing budget requests for precision and adherence to regulations; and comparing current budget requests with previous estimates and operational reports. More complex tasks may be assigned to support the Deputy Town Manager – Finance and Administration.


KEY RESPONSIBILITIES
  • Plan, organize, and coordinate the formulation of the Town's annual operating budget and five-year capital improvement plans.
  • Collaborate with the Deputy Town Manager – Finance and Administration, budget team, and departments to develop and finalize departmental budget proposals.
  • Oversee the continuous monitoring of expenditures and revenues, preparing monthly financial reports.
  • Prepare a ten-year long-range financial forecast for most Town funds. Draft the preliminary and final budget documents following GFOA guidelines for the distinguished budget presentation award. Create the Popular Annual Financial Report (PAFR) in accordance with GFOA standards for award eligibility.
  • Assist in ensuring Town compliance with all State of Florida Truth in Millage (TRIM) regulations.
  • Draft budget amendment ordinances.
  • Collaborate with engineering to support the development and oversight of the five-year Capital Improvement Plan (CIP) and associated budgets.
  • Supervise biweekly payroll for all Town employees, including updating employee records, reviewing submitted time for compliance with Town policies, and ensuring accurate withholding payments. This includes annual special payrolls for vacation conversion and longevity/annual bonuses.
  • Manage monthly retirement payroll, including updating retiree records, timely application of cost-of-living adjustments, and accurate withholding payments.
  • Oversee all necessary tax documentation related to active and retiree payrolls, including but not limited to: state re-employment, Federal 941, 945, W-2, 1099-R, and 1095-C.
  • Supervise wage verifications and 13-week wage statements.
  • Facilitate townwide training for staff on budgeting software and the overall budget process.
MINIMUM AND PREFERRED QUALIFICATIONS
  • Bachelor's degree from an accredited institution with major coursework in Accounting, Business, Finance, or a related field.
  • A minimum of five years of experience in accounting, payroll, budgeting, and financial reporting; experience in government accounting is preferred.
  • One or more of the following certifications: CPA, CGFO, CPFO, CGFM is preferred.
KNOWLEDGE, SKILLS, AND ABILITIES
  • Familiarity with budgeting and forecasting methodologies, principles, and practices in both public and private sectors.
  • Proficient in spreadsheets, word processing, graphics, and database management systems.
  • Understanding of business office practices and procedures, as well as computerized budgeting and accounting systems.
  • Ability to operate general office equipment, including telephones, photocopiers, facsimiles, scanners, and computers with peripheral devices.
  • Strong command of business English with proficient skills in grammar, spelling, and punctuation.
  • Capacity to work independently or with minimal supervision.
  • Exceptional organizational skills with the ability to prioritize tasks and manage multiple projects and deadlines efficiently.
