This position is responsible for examining nursing applicants and educational programs, particularly those that may be associated with the FBI Nightingale List.

The ideal candidate will be instrumental in upholding the standards of nursing regulation and safeguarding public health and safety.

Key Responsibilities:


Investigation Oversight: Execute comprehensive investigations into nursing candidates and educational institutions. Collect, scrutinize, and assess evidence and documentation of suspected fraudulent activities. Collaborate with law enforcement, including the FBI, to tackle fraud issues related to the Nightingale List. Draft detailed investigative reports and present findings to the Board of Nursing and relevant parties.


Regulatory Compliance: Ensure compliance with nursing licensure standards and regulatory mandates. Formulate and implement strategies to identify and prevent fraud in nursing applications. Provide expert testimony in administrative hearings and legal proceedings as necessary.


Collaboration with Stakeholders: Partner with nursing institutions, employers, and law enforcement to recognize and mitigate potential fraud. Educate stakeholders on fraud prevention and compliance with regulations. Maintain continuous communication with other regulatory entities and enforcement organizations.


Policy Formulation: Assist in the development and revision of policies and procedures concerning licensure and fraud prevention. Keep abreast of emerging trends and effective practices in fraud investigation and nursing regulation.

Qualifications and Skills:

Knowledge:


• Regulatory Expertise: Comprehensive understanding of nursing licensure requirements, regulatory standards, and pertinent laws.

• Communication: Exceptional written and verbal communication skills, with the ability to present complex information clearly and succinctly.


• Investigative Acumen: Strong analytical and investigative abilities, with a keen capacity to gather and evaluate evidence critically.


• Interpersonal Skills: Excellent interpersonal skills to foster effective working relationships with diverse stakeholders.

Abilities:


• Technical Skills: Proficient in utilizing investigative software, databases, and other relevant tools.


• Problem-Solving: Resourceful and proactive in identifying issues and crafting effective solutions.


• Attention to Detail: High level of attention to detail, focusing on accuracy and thoroughness.

Education and Experience Requirements:


• A Bachelor's degree in criminal justice, nursing, healthcare administration, or a related field is required; a Master's degree is preferred.


• A minimum of 3 years of experience in fraud investigation, regulatory compliance, or a related area.


• Previous experience collaborating with law enforcement or regulatory agencies is highly desirable.


• Certification in fraud examination (CFE) or a similar credential is preferred.

Pre-Employment Criteria:


• Candidates who will be driving for state business must undergo driver's license record checks, maintain acceptable driving records, and complete any required driver training.


• Must possess and retain a current, valid state-issued driver's license appropriate to the assignment.
