We are seeking a highly skilled Senior Contract Specialist to join our team at the State of Oregon. As a key member of our procurement team, you will be responsible for leading the formal competitive procurement process, providing expert consultation, and overseeing solicitations for state agencies, boards, and commissions.
Your expertise will ensure the seamless execution and administration of statewide contracts, benefiting state agencies, local governments, higher education institutions, qualified not-for-profit organizations, Tribal governments, and other governmental entities.
You will manage the entire procurement lifecycle for a diverse range of contracts and agreements, including those for supplies and services, construction projects, and technology initiatives.
Additionally, you will administer multistate cooperative agreements with organizations such as the National Association of State Procurement Officials (NASPO) and the Minnesota Multistate Contracting Alliance for Pharmacy Infuse (MMCAP Infuse), enhancing the procurement capabilities of the State and ORCPP members.
Key Responsibilities:- Develop and administer standard contracts, agreements, or solicitations;
- Manage the procurement lifecycle for a diverse range of contracts and agreements;
- Administer multistate cooperative agreements;
- Provide expert consultation and oversight for procurement processes;
- Ensure compliance with statutes and rules.
- Five years procurement and contract experience related to the position;
- A bachelor's degree and two years of professional-level procurement and contract experience related to the position;
- Any combination of experience and education equivalent to five years of procurement and contract experience related to the position.
- State of Oregon – Oregon Procurement Basic Certification (OPBC) or Oregon Procurement Advanced Certification (OPAC);
- Proficiency in using a computer and word processing software for purchasing functions.
