Job Summary: The Senior Executive Director of Construction and Capital Projects is responsible for overseeing the district's construction and infrastructure development, ensuring compliance with regulatory requirements, and aligning projects with the district's educational goals and budgetary constraints. This role requires strong leadership, strategic planning, and project management skills to effectively coordinate and deliver complex construction projects and capital projects on time and within budget.

Main Responsibilities:

  • Develop and implement long-term strategic plans for construction and capital improvement projects that align with the district's educational objectives.
  • Manage the planning, design, and construction phases of multiple projects simultaneously, ensuring adherence to timelines and budgetary constraints.
  • Coordinate with architects, engineers, contractors, and other stakeholders to oversee project execution and resolve any issues that arise during construction.

Budget Oversight and Financial Management:

  • Develop and manage the department's annual budget, including forecasting project costs, allocating resources, and monitoring expenditures.
  • Negotiate contracts and procurement agreements with vendors and contractors to secure competitive pricing and maximize project funding efficiency.
  • Ensure compliance with financial reporting requirements and audit procedures related to capital projects.

Regulatory Compliance and Risk Management:

  • Ensure all construction activities comply with local, state, and federal regulations, including building codes, environmental regulations, and safety standards.

Stakeholder Engagement and Communication:

  • Collaborate with district leadership, school administrators, and community stakeholders to assess facility needs and prioritize capital improvement projects.
  • Communicate project updates, milestones, and challenges effectively to stakeholders through regular meetings, presentations, and written reports.

Quality Assurance and Facility Maintenance:

  • Establish quality assurance standards and performance metrics to evaluate the effectiveness and efficiency of construction projects.
  • Develop preventive maintenance programs and sustainability initiatives to enhance the longevity and operational efficiency of district facilities.

Requirements:

  • Bachelor's degree in Architecture, Engineering, Construction Management, Business Administration, or a related field; Master's degree preferred.
  • Proven experience (typically 7+ years) in managing large-scale construction projects, preferably within the K-12 education sector or similar public sector environment.
  • Comprehensive knowledge of construction methods, building systems, and regulatory requirements.
