Marine Resource Economic Analyst

A.I.S., Inc. (AIS) is a prominent scientific services organization dedicated to supporting maritime operations that require adherence to environmental regulations, as well as gathering data for various governmental bodies along the U.S. coastline.
Core Responsibilities:
The Northeast Fisheries Science Center (NEFSC), Social Sciences Branch (SSB) engages in applied economic and sociocultural investigations related to the utilization and governance of both commercial and recreational fisheries, as well as protected species and marine ecosystems. This research connects economic and socio-cultural aspects to the effects of marine resource management in the North Atlantic region. The SSB is also involved in regulatory development and evaluates the impacts of proposed and finalized fishery management strategies. To effectively carry out these responsibilities, data must be collected from various fisheries stakeholders, analyzed, and subsequently made accessible to policymakers and the public. AIS is seeking a seasoned economist to bolster the efforts of the SSB.
Key Duties:
- Development of Models and Decision Support Tools, including:
- Creation of decision support tools, bio-economic models, integrated ecosystem models, fishing vessel profit/cost models, angler behavior models, seafood market and trade models, aquaculture models, and fisheries economic and social impact models.
- Conducting Social Science Assessments and Research, such as:
- Evaluating economic benefits and costs arising from changes in ecosystem conditions and management strategies.
- Assessing the benefits and trade-offs of various policy options.
- Forecasting significant changes in benefits and their distribution due to environmental events or policy modifications.
- Establishing and applying fundamental economic and social indicators for evaluating fishery performance under catch share and non-catch share systems.
- Creating data visualization tools for online platforms to present commercial, recreational, and fisheries-related data, including automated reporting tools, fact sheets, maps, and infographics.
- Data modeling, processing, management, and automation, which includes:
- Executing essential data processing, spatial trend analyses, and imagery analysis for comparative evaluations of commercial, recreational, and other fishing-related performance indicators.
- Innovating and integrating geospatial production and database modeling techniques through advanced technology.
- Disseminating economic and sociocultural research through outreach initiatives (fact sheets, infographics, websites) and organizing sessions at professional conferences, particularly focusing on ecosystem service valuation, integrated ecosystem assessments, fisheries bycatch modeling, allocation, and other key economic and sociocultural research areas of NOAA Fisheries.
Compensation: The hourly rate will be negotiated based on the candidate's experience. This is a full-time role. AIS offers a comprehensive benefits package, including health and dental insurance, vacation, sick leave, and holiday benefits.
Minimum Qualifications:
Applicants must possess at least a Master's degree in Natural Resource Economics or a related discipline.
Experience required includes:
- Engagement with community organizations that have local insights and knowledge, particularly regarding environmental justice and community impacts of climate and regulatory changes.
- Conducting multiple national, regional, and/or state-level surveys concurrently.
- Program planning and management within a collaborative team environment.
- Establishing performance metrics and milestones.
- Collaborating with diverse interagency teams.
- Commitment to open science practices that enhance transparency and reproducibility.
- Ability to work independently with strong time management skills.
- Flexibility to adapt to rapidly changing priorities.
- Meticulous attention to detail.
- Excellent verbal and written communication abilities.
- Experience with marine fisheries information programs or other science-based initiatives.
Preferred Qualifications:
A Doctorate in Natural Resource Economics or a related field is preferred.
Travel Requirements:
Some travel may be necessary to various regional offices, laboratories, and councils. Additional travel, including international trips, may be required for the presentation of scientific findings at conferences.
