About the Position

Under the general direction of the Public Defender Chief Investigator, the Public Defender Sentencing Specialist Manager directs, manages, supervises, organizes, coordinates, and performs the more complex mitigation assignments of the Sentencing Specialist Unit within the Public Defender's Office. The ideal candidate will have the ability to exercise considerable independent judgement, possess a strong commitment to persons accused of crimes, and have excellent verbal and written communication skills.

Responsibilities
  • Plans, organizes, coordinates and supervises/manages the activities of Sentencing Specialists who assist attorneys in developing defense strategies and recommend alternative sentencing for clients.
  • Advocates for clients in the criminal legal system by investigating, developing, and presenting information that supports an alternative sentencing plan or disposition plan.
  • Prepares performance evaluations; recommends disciplinary actions and performance improvement plans; responds to grievances and assists with labor relations issues; develops team goals and objectives; assigns work and determines the most effective use of resources; provides training and employee development.
  • Provides social services information and education to attorneys, team, and clients; coordinates, refers, and monitors relevant social services for clients.
  • Performs assessments, identifies mental illness or addictions, conducts interviews to collect information, and gathers records for mitigation/competency; prepares comprehensive psychosocial histories as needed.
  • Confers with managers on policy matters and work problems; interprets policies and procedures of the unit.
  • Attends and participates in professional group meetings; stays abreast of new trends and innovations related but not limited to case management, mitigation, rehabilitation, reentry, and reintegration to the community.
  • Prepares and presents accurate case information and persuasive mitigation reports.
  • Provides testimony regarding mental health status, competence, or developmental issues.
  • Performs special projects and other duties as assigned.
Requirements
  • Possession of a bachelor's degree in social work, psychology, or related behavioral sciences.
  • Any combination of education, training, or experience which demonstrates the ability to supervise/manage, plan, assign, train, and evaluate the work of others.
  • Three (3) years of social work experience including mitigation experience.
  • One (1) year of supervisory experience.
Preferred Qualifications
  • Master's degree in social work (MSW), family therapy (MFT), human development, human services, social administration, or closely related field.
  • One (1) year experience in criminal mitigation or forensic social work.
  • Experience working with individuals and communities of various socioeconomic backgrounds including indigent and marginalized individuals.

  • Considerable knowledge of principles of supervision and management.
  • Principles, methods, and techniques of social services including case management, coordination of referrals, research, report writing, and oral communications.
  • Individual and social development.
  • Mitigation as it relates to criminal justice cases.
  • Applicable federal, state, and local laws, codes, and regulations.
  • Criteria for reliable diagnosis and assessment of mental disorders.
  • Community social service programs and resources.
  • Interviewing and assessment methods and techniques.

  • Work independently and meet critical deadlines.
  • Exercise discretion and maintain confidentiality of information.
  • Communicate persuasively, clearly, and concisely, both verbally and in writing.

  • Identify potential ethical issues and seek advice/counsel when they arise or require clarification.
  • Establish and maintain cooperative, effective working relationships with co-workers, attorneys, and clients and their families from various backgrounds.
  • Assess cases appropriately and utilize resources to provide effective client services.
  • Prepare detailed narrative reports, correspondence, and other written materials.
