The Intel and Homeland Security (IHS) Chief Technology Office (CTO) is dedicated to delivering technical solutions with excellence within the division.

The Cybersecurity Solutions Architecture role offers expertise in DevSecOps, Agile Development, and Security Engineering specifically related to application architecture, design, and development, addressing our clients' challenges and empowering their missions.

This position reports directly to the CTO Leadership.

Responsibilities include:

DevSecOps:
Design and configure CI/CD pipelines utilizing industry best practices and tools.
Conduct software and systems engineering along with software systems research to create new capabilities, ensuring cybersecurity is thoroughly integrated.
Deploy and configure automated testing solutions to guarantee high software quality before deployment.
Build and configure automated deployment routines.
Engage in Agile planning and support Agile development cadence.
Create solutions using Infrastructure as Code (IaC).
Develop reusable capability building blocks adaptable to various client environments.
Conduct extensive technology research to assess potential technical and procedural best practices in support of DevSecOps and IaC.
Implement solutions that align with Software Development Life Cycle and ITIL best practices.
Create and publish strategies, implementation, maintenance, and administration guides for DevSecOps platforms.
Develop and publish engineering architectural artifacts for organizational reuse.

Solutionist:
Act as a solutions architect, leading or contributing within a Business and Proposal Development Process such as Shipley.
Conduct software and systems engineering and software systems research to create new capabilities tailored to client needs.
Identify solutions based on business and technical criteria, analyze alternatives based on trade space, and implement designs.
Design and define high-level system architecture for new or existing Information and Operational Technology (OT and IT) systems.

Ensure the logical and systematic conversion of customer or product requirements into comprehensive systems solutions that meet customer mission technical, schedule, and cost constraints.

Provide coaching and subject matter guidance to proposal and program teams for DevSecOps implementations.
Develop Work Breakdown Structures and Basis of Estimate artifacts for proposed solutions.
Review and provide constructive feedback on proposal artifacts.

WHAT YOU'LL NEED TO SUCCEED:

The candidate must possess the following skills:

Comprehensive DevSecOps experience, including:
Experience with DevSecOps tools, such as Ansible, Jenkins, Jira, Git, and automation tools (e.g., GitHub)
Experience with software containerization, container security, and scanning
Experience with AWS and Azure implementations
Familiarity with NIST cybersecurity framework (NIST)

Solution and architecture development concepts and processes, 5+ years.

Proven ability to lead the development of technical data packages such as system descriptions, Interface Control Documents (ICD), CONOPS, related appendices, and detailed artifacts such as API (Application Programming Interface) System Description Documents (SDD), OV-1s, and systems and enterprise architecture packages.

Excellent verbal and written communication skills (including executive-level interface), ability to work autonomously and in teams, highly organized, deadline-oriented, and a continuous-improvement mindset.
Experience managing the system engineering lifecycle, including trade studies, analysis of alternatives, proofs of concepts, and operational pilots.

Education:
Bachelor of Science or advanced degree in a relevant technical field or equivalent work experience.

15+ years of related experience in systems engineering and must have at least five years leading technical aspects of systems integration programs.


Education and Clearance Requirements:
Due to the nature of the work performed and the privileged user access for this position, U.S. Citizenship is required.
Ability to obtain and maintain a TS/SCI with polygraph, existing clearance preferred.
Bachelor's Degree or 15+ or more years of professional experience in related fields.
