Job Overview

McKenzie Electric Cooperative (MEC) is in search of a qualified individual to fill the role of Compliance Manager. This full-time position comes with benefits and is tasked with overseeing compliance, security, and Information Technology (IT) operations at MEC. The Compliance Manager will develop policies, procedures, manage document control, and ensure effective planning and execution of projects. The chosen candidate will play a vital role in supporting MEC's mission, prioritizing the needs of our members.


Key Responsibilities

The responsibilities of the Compliance Manager include, but are not limited to:

  • Maintaining up-to-date knowledge of all regulations and emerging trends to ensure compliance.
  • Managing all components of MEC's compliance program, collaborating with engineering and operations teams to facilitate compliance inspections and corrective actions.
  • Providing oversight for MEC's information technology infrastructure, ensuring the protection and security of sensitive data, and managing access control for both physical and cyber environments.
  • Establishing a long-term technology strategy for MEC, continuously evaluating existing systems, anticipating future trends and threats, and ensuring robust security and resilience.
  • Implementing measures for emergency response to potential threats, and building relationships with relevant emergency management resources.
  • Overseeing the evaluation and implementation of external services and maintenance agreements for the compliance department.
  • Collaborating with Department Managers to maintain compliance, facilitating necessary training, leading change management initiatives, and assisting with insurance governance and claims management.
  • Managing the Asset Management Program, including utilization, maintenance practices, compliance activities, and communication regarding asset health.
  • Conducting stakeholder management and communication to keep senior leadership informed about asset health.
  • Developing SMART triggers for preventative maintenance tasks.
  • Monitoring industry trends in asset management and implementing continuous improvement strategies to ensure reliability and cost-effectiveness for MEC members.
  • Auditing systems for data integrity and relevance, reporting findings to Senior Leadership.
  • Assisting in the development of maintenance practices and programs for MEC assets.
  • Working with Engineering and Operations to ensure compliance of new builds with MEC's asset management program.
  • Overseeing warranty provisions and requirements for new substation assets to ensure value is received.
  • Ensuring adherence to all necessary regulations, including NERC, and completing required reporting and audits.
  • Conducting audits, including field audits, to verify compliance with MEC programs.
  • Managing the overall security program, both cyber and physical, and establishing mechanisms for continuous evaluation of MEC's cyber infrastructure.
  • Providing necessary training and ensuring all procedures and policies are current.
  • Managing MEC's Environmental Compliance and Regulations, including Avian Protection, PCB, HAZCOM/HAZWAPPER, and SPCC.
  • Coordinating with necessary agencies, suppliers, and organizations regarding MEC compliance.
  • Developing and managing the departmental budget, executing projects, and coordinating with contractors.
  • Establishing a reporting structure to keep the MEC Board of Directors and Management informed about compliance and industry trends.
  • Performing other duties as assigned.

Qualifications

Education/Experience: An Associate degree is required, with a Bachelor's degree in a relevant field preferred. A minimum of five years' experience in a security or compliance role within a utility or rural electric cooperative is required, along with three years in a supervisory or management capacity, or an equivalent combination of education and experience. Experience with utility compliance regulations and cybersecurity is advantageous.


Compensation

The salary is competitive and commensurate with experience.
