This role functions as an Acquisition Specialist within the Logistics Service of the Veterans Affairs, Veterans Health Administration, engaging in the procurement of goods, services, and construction through various purchasing methods including delivery orders and small purchase protocols.
Responsibilities
This position requires a comprehensive understanding of procurement policies and procedures, as well as familiarity with commercial supply channels and standard business practices related to pricing, discounts, units of measurement, deliveries, inventory, and shipping.
The Acquisition Specialist is accountable for overseeing the procurement of a diverse range of intricate and specialized services, supplies, equipment, and systems that facilitate the full spectrum of programs and operations.
Key Duties and Responsibilities Include:
Purchasing Support
- Conducts purchasing activities under the micro-purchase threshold; reviews and modifies purchase requests; addresses issues to ensure requests and invoices are processed accurately and promptly; identifies needs or challenges and determines corrective measures; applies federal and agency acquisition regulations to identify potential sources and relevant information related to purchases; monitors obligations and expenditures to support ongoing budget forecasts and detect potential fraud, waste, and abuse based on procurement history and purchasing trends.
- Acquires supplies and services to fulfill the purchasing, rental, or leasing requirements of the organization; develops specific selection criteria for each procurement; prepares and issues contract modifications for changes in delivery schedules and communicates formally with various stakeholders such as inventory management specialists, service line contacts, and contracting officers as necessary for auditing documents, processing receiving reports, and payments.
- Conducts market research and sole-source small purchases for highly specialized medical items with critical product specifications.
- Acts as the primary point of contact for medical personnel and clients regarding procured items; creates reports and spreadsheets, organizes, files, and retrieves documents for briefing and presentation purposes; performs various administrative tasks including reception duties, timekeeping, record management, and other miscellaneous responsibilities within the medical facility.
Performs additional related duties as assigned.
Work Schedule:
Monday-Friday, 7:00 AM-3:30 PM. Telework options may be available, supporting the attraction and retention of skilled individuals in public service, enhancing productivity, and preparing the agency for operational continuity during emergencies.

Requirements Conditions of Employment:

Current Federal employees must meet time-in-grade requirements by the closing date of this announcement.
For a GS-6 position, you must have served 52 weeks at the GS-5 level. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials.
If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade.
Specialized Experience:
You must have one year of specialized experience equivalent to at least the next lower grade GS-5 in the normal line of progression for the occupation in the organization. Examples of specialized experience include:
- Experience performing clerical or assistant duties in support of purchasing and procurement; procuring supplies and services to meet the purchase, rental, or lease needs of an organization.
- Collaborating with medical staff to identify procurement needs and priorities.
- Resolving various shipment, payment, or other discrepancies in support of procurement programs and operations.
- Purchasing various equipment, supplies, and services through the use of a purchase card.
- Compiling and summarizing information from files and documents to create reports using automated computerized supply/inventory management systems and Microsoft Office software programs such as MS Word and Excel.
