Position Overview:
This role is part of the Defense Civilian Intelligence Personnel System (DCIPS). Employees in DCIPS roles are classified under the Excepted Service and must comply with U.S. Code, Title 10, along with Department of Defense Instruction. This position is situated within the National Ground Intelligence Center, Information Technology Directorate, Services Division.

The IT Systems Analyst is responsible for a range of developmental and analytical IT tasks, focusing on the implementation, maintenance, and troubleshooting of designated applications.

This role involves assisting end users in navigating both on-premises and cloud-based IT applications and systems that support the Center's intelligence analysis and production operations.

The analyst will aid personnel in utilizing standard features of various applications and interfaces. Initial customer IT support will be provided to resolve user issues. As needed, the analyst will install and customize applications, modifying interfaces and security settings. Troubleshooting application issues will be conducted using established diagnostic tools to identify problems and propose preliminary solutions. Standard troubleshooting on systems will also be performed. The analyst will collaborate with the team leader in project planning.

Responsibilities include evaluating requirements and options for functional areas to strategize software or equipment upgrades, product releases, user enhancements, operating system configuration changes, or similar IT initiatives.

The analyst will identify project challenges related to existing and anticipated system configurations, hardware, and software capabilities and limitations. Coordination with the team leader and other team members is essential. Utilizing established techniques, the analyst will design methods for installing and integrating new or enhanced applications. Testing and debugging will be performed to ensure effective operation in a production environment. Guidance and support will be provided to end users regarding the capabilities and limitations of applications. Participation in meetings, conferences, and working groups on IT projects and systems is expected.

Expertise in key functional areas such as Cloud Computing, Windows Administration, Web Software Development, Software Project Management, Analytical Tools, and Requirements Analysis is essential.


Qualifications and Employment Conditions:
Applicants must meet one of the employment authority categories to be eligible for this position.

Documentation proving eligibility will be required, including proof of veteran status or current employment within the Department of Defense.

To qualify, candidates must possess relevant experience, which may include both paid and unpaid work, including volunteer service through National Service programs and other organizations.

Your resume should clearly outline your relevant experience; if qualifying through education, transcripts will be necessary as part of your application.

Applicants must have at least one year of specialized experience equivalent to the GG/GS-12 grade level in the Federal service, demonstrating experience in coordinating a variety of clerical and administrative tasks, such as preparing travel arrangements, creating reports, and managing correspondence.

Additionally, candidates must demonstrate IT-related experience in the following competencies:
  • Attention to Detail: Thoroughness in performing work and conscientiousness in attending to detail.
  • Customer Service: Ability to assess client needs, provide information or assistance, and resolve issues effectively.
  • Oral Communication: Effectiveness in expressing information to individuals or groups, making clear presentations, and responding appropriately to feedback.
  • Problem Solving: Skill in identifying problems, evaluating information, and making sound recommendations.

Evaluation will be based on competencies in Communications, Information Systems/Network Security, Systems Administration and Maintenance, and Technology Awareness.

Employees may be subject to extended temporary duty or worldwide deployments during crisis situations as determined by management.
Candidates must be able to obtain and maintain a TS/SCI/SBI security clearance. Selection may be subject to restrictions from the Department of Defense referral system for displaced employees.

This position is classified under the CP 34 Information Technology Career Field. Multiple positions may be filled from this announcement. Salary includes applicable locality pay or Local Market Supplement.

Permanent Change of Station (PCS) costs may be authorized based on agency determination. Telework may be permitted based on agency policy. Recruitment, retention, or relocation incentives may be authorized.
