Position Overview

Qualifications
  • A bachelor's degree in accounting, finance, or a related discipline, accompanied by a minimum of five years of experience in financial oversight, payroll management, and leadership roles.
  • A valid Certified Public Accountant (CPA) designation is required.

Key Responsibilities
  • Adhere to personnel policies and procedures.
  • Act as Trustee for 403(b) Salary Reduction and Defined Contribution plans.
  • Manage modifications to insurance coverage for property, auto, and various liability policies, and assist in coordinating vehicle accident reporting and repairs.
  • Oversee the preparation of internal monthly financial statements, ensuring accuracy and timely completion prior to independent audits.
  • Prepare and review government tax and information returns, including payroll, sales, gaming, and the 990, along with D.O.T. and charitable annual reports.
  • Review financial statements, notes, investment statements, and quarterly gaming information sheets for the Board of Directors.
  • Conduct annual employee evaluations and facilitate staff meetings as necessary.
  • Authorize gaming, payroll transfer, and accounts payable checks.
  • Manage the inventory of unused purchase orders and approve POs as required.
  • Maintain banking relationships, including the application and management of agency credit cards.
  • Oversee the cash flow of Red River Human Services Foundation.
  • Review contractual agreements and manage fleet cards.
  • Support the management of DD budgets and cost reports.
  • Responsible for electronically billing the State for DD services and researching denied claims.
  • Attend Board meetings to present financial statements and budgets as needed.
  • Coordinate and execute annual audits, including independent and profit-sharing audits, collaborating with program service personnel for timely claims and audit reviews.
  • Supervise payroll preparation and maintain a comprehensive understanding of the payroll process, with the capability to prepare payroll when necessary.
  • Utilize time-keeping software (Kronos) for employee setup, timesheet approval, and report generation.
  • Foster cooperative relationships with staff and ensure clear communication.
  • Participate in workshops and seminars as required, along with attending staff and director meetings.
  • Review financial matters related to individuals served and provide Representative Payee training to relevant staff as necessary.
  • Complete projects in a timely manner and inform supervisors of any missed deadlines.
  • Undertake special projects and other duties as assigned by the CEO.
