Job Summary

We are seeking a highly skilled Senior Contract Specialist to join our team at the State of Oregon. As a key member of our procurement team, you will be responsible for leading the formal competitive procurement process, providing expert consultation, and overseeing solicitations for state agencies, boards, and commissions.

Key Responsibilities
  • Manage the entire procurement lifecycle for a diverse range of contracts and agreements, including those for supplies and services, construction projects, and technology initiatives.
  • Develop and administer standard contracts, agreements, or solicitations, ensuring compliance with statutes and rules.
  • Analyze and negotiate contracts, preparing contractually sound agreements.
  • Evaluate bids and quotations, applying evaluation criteria, statutes, and rules in bid analysis.
  • Provide expert consultation and guidance to stakeholders on procurement laws, policies, and guidelines.
  • Research and synthesize information, summarizing complex data into concise documents.
Requirements
  • Five years of procurement and contract experience related to the position, or a bachelor's degree and two years of professional-level procurement and contract experience.
  • Strong organizational skills, ability to prioritize and coordinate multiple purchasing programs or projects simultaneously.
  • Effective communication skills, ability to communicate with diverse individuals from all levels of an organization.
  • Proficiency in using a computer and word processing software for purchasing functions.
Preferred Qualifications
  • Certifications such as the Oregon Procurement Basic Certification (OPBC) or Oregon Procurement Advanced Certification (OPAC).
