POSITION SUMMARY:
This role involves critical analysis and oversight of housing assistance programs, ensuring compliance with relevant regulations and efficient processing of payments.
KEY RESPONSIBILITIES:
1. Program Administration:
25% - Conduct thorough reviews of the administration of Section 8 Housing Assistance Payments (HAP) Contracts, ensuring adherence to federal laws and regulations. Monthly payment processing is to be verified against documented evidence, with discrepancies reported to management.
2. Payment Processing:
25% - Issue subsidy payments through various methods, including checks and electronic transfers, while maintaining accurate records in line with HAP contracts.
3. Quality Improvement:
20% - Perform Quality Improvement reviews to assess key performance indicators for Housing Choice Voucher staff, ensuring high-quality service delivery to participants. Prepare internal reports for compliance and quality control.
4. Financial Reconciliation:
10% - Review and reconcile vouchers and invoices, ensuring accurate postings to accounts. Manage the reissuance of checks and investigate returned payments.
5. Accounts Receivable Management:
10% - Monitor accounts receivable for landlords, addressing outstanding balances and maintaining communication regarding payment issues and changes.
6. Record Management:
5% - Maintain detailed files and ensure compliance with records retention policies. Respond to data requests promptly.
ADDITIONAL DUTIES:
Perform other related tasks as assigned to support the department's objectives.
QUALIFICATIONS:
A Bachelor's degree in Business, Public Administration, or a related field is required, along with four years of relevant experience. Equivalent combinations of education and experience will be considered.
SKILLS AND KNOWLEDGE:
Strong knowledge of accounting principles, office procedures, and relevant regulations is essential. Proficiency in computer operations and modern office equipment is required.
WORKING CONDITIONS:
This position may involve exposure to standard office environments and requires the ability to perform essential physical tasks.
