HOURS OF WORK: 9:00am - 5:30pm (7 1⁄2 hours)

SUMMARY:

Under the guidance of the Chief Diversity and Inclusion Officer (CDIO), this position is tasked with representing the CDIO in critical discussions with all DDCR leaders on various policy, personnel, project, and operational issues, while proposing solutions to interdepartmental challenges. The role also plays a key part in the formulation and execution of DDCR objectives related to diversity, equity, and inclusion initiatives for the MTA's workforce, business partners, and clientele. This position supervises administrative personnel to ensure efficient office operations for the CDIO. Additionally, it represents the CDIO in both intra and inter-departmental meetings.

As an integral member of the DDCR Team, this role guarantees that the strategic direction of operations aligns with the mission, values, and culture of DDCR. Responsibilities encompass policy formulation, trend identification, performance management oversight, and strategic guidance provision. This role is accountable for evaluating and enhancing existing processes while developing future strategies. Collaboration with stakeholders across all MTA Agencies is essential to ensure alignment with long-term business objectives.

This position is responsible for reporting MTA-wide equal opportunity compliance statistics to the MTA Board of Directors and regulatory bodies. It assists the CDIO in managing state and federally mandated programs to ensure inclusivity and non-discrimination, compliance monitoring, and audits of MTA operations.

RESPONSIBILITIES:
  • Lead personnel development initiatives within the department, offering career guidance and effective coaching. Responsible for conducting performance evaluations and fostering a professional environment that encourages individual growth and contributions.
  • Oversee the department-wide performance management system, collaborating with the People department MTA Performance Management team for program execution and ongoing enhancement. Promote collaboration across business units and functional teams, striving for operational excellence and goal attainment.
  • Serve as the senior Project Manager, refining business processes through reporting tools and metrics for informed decision-making. Supervise the administration of the MTA's Equal Opportunity programs to ensure regulatory compliance.
  • Engage with strategic planning teams to align agency objectives with operational needs and identify opportunities for improvement. Collaborate with operational departments to support goal achievement.
  • Support workforce development initiatives in MTA recruitment and hiring, coordinating program implementation and external partnerships.
  • Direct the accomplishment of departmental objectives, monitor activities for goal achievement, and assess and optimize business processes.
  • Manage departmental communications, engage with internal and external stakeholders, and perform assigned responsibilities.
KNOWLEDGE, SKILLS, AND ABILITIES
  • Expertise in resource management, human resources practices, policy administration, and performance management is essential.
  • Strong analytical capabilities and the ability to work collaboratively across departments to drive coherent action plans.
  • Independent thinking and effective communication skills are crucial, along with proficiency in Microsoft Word and Excel.
  • Demonstrated ability to work with internal and external stakeholders, manage projects efficiently, and possess strong analytical and quantitative skills.
EDUCATION AND EXPERIENCE:

REQUIRED:
  • Bachelor's degree in Business, Transportation, Public Administration, Organizational Development, or a related field. A minimum of 12 years of experience, including 5 years in a department head role within a large organization.
PREFERRED:
  • Master's degree in a related field.
  • Familiarity with MTA's policies and procedures is advantageous.
OTHER INFORMATION:

Policymaking employees must file an Annual Statement of Financial Disclosure. Ability to cultivate relationships with executives and potential need for work beyond standard hours. Travel may be necessary.
