Job Description and Duties

Under the general direction of the Staff Services Manager III, the Staff Services Manager I will provide day-to-day direction and supervision to a group of analytical staff within the Office of Grants Administration's Grants Unit. The Staff Services Manager I will be primarily responsible for the development, implementation, and coordination of all grant agreements entered into on behalf of the Department of Food & Agriculture.

Key Responsibilities:
  • Review and approve cooperative and grant agreements electronically, by hard copy, and utilizing the Financial Information System for California (Fl$Cal), and execute CDFA's cooperative and grant agreements, ensuring all statements of work, budgets, terms, and conditions, and supporting documentation are consistent with CDFA and federal requirements and policies.
  • Provide guidance to staff in the review and feedback on programs Requests for Proposals for grant programs, ensuring appropriate content, clarity, and compliance with all applicable Federal and State grant regulations.
  • Plan, organize, and facilitate the activities, information, and services in connection with developing, adjusting, and maintaining the Grants Unit's budget for fiscal forecasting and planning.
  • Supervise staff in the execution of cooperative agreements and grants, and ensure activities follow all applicable State and Federal laws and regulations.
  • Participate in required audits conducted by federal, state, or departmental auditors on cooperative agreements and grants administration and respond to audit findings.
  • Interpret state and federal rules, regulations, and guidelines in relation to cooperative agreements and grants to ensure proper procedures are in place and being followed.
  • Prepare and produce various reports for CDFA management, Executive Office, and external and internal customers.
  • Develop and ensure proper implementation of policies and procedures for department-wide cooperative agreement and grant use, including internal policies and procedures, requirements of the State Administrative Manual, California Code of Regulations, and the Code of Federal Regulations.
  • Serve as the technical expert for CDFA in the areas related to grants administration. Consult with and provide advice to program management on grant-related issues to assist management in meeting program objectives.
  • Develop good business relationships with OGA customers (both internal and external), vendors, and control agencies.
Working Conditions:

The duties of this job are performed indoors up to 95 percent of the time. The remaining 5 percent involves traveling to various locations throughout California to attend trainings, workshops, or meetings on behalf of the OGA. The travel requires use of common carriers (airplanes, trains, etc.) and automobiles. The employee's workstation is located inside the OGA and is equipped with standard office equipment. The employee's work place is 1220 N Street, Sacramento, CA.

Regular or recurring telework may occur as part of the incumbent's ongoing regular schedule in accordance with CDFA's Telework Policy.

Special Requirements:

Candidates are required to complete a State of Qualifications (SOQ) in addition to completing a standard State application (Examination/Employment Application STD 678). The SOQ is requested to elicit information regarding each candidate's knowledge, skills, and abilities in relation to this position. This position is designated under the Conflict of Interest Code. The position is responsible for making or participating in the making of governmental decisions that may potentially have a material effect on personal financial interests. The appointee is required to complete Form 700 within thirty (30) days of appointment, on an annual basis, and upon vacating the position. The incumbent must complete an Ethics orientation training course within six months of assuming a Form 700 covered position, and every two (2) years thereafter, by December 31 of each numbered year. Failure to comply with the Conflict of Interest Code requirements may void the appointment.
