Position Overview:

The Federal Emergency Management Agency is seeking a dedicated Grants Management Specialist focused on Mitigation initiatives. The ideal candidate will possess a solid background in grants management practices, a proven ability to analyze challenges, and a comprehensive understanding of FEMA's Hazard Mitigation programs.


Key Responsibilities:
  • Support senior personnel in evaluating project proposal applications and assessing compliance with relevant guidelines for eligibility and budgetary reasonableness.
  • Assist in ensuring that grant awards are processed in alignment with established requirements and agency protocols.
  • Contribute to the preparation of final award documentation, including letters, agreements, special conditions, and necessary obligating paperwork, while facilitating the review and approval process.
  • Address inquiries from stakeholders through both written and verbal communication, and coordinate with subject matter experts or legal advisors as necessary.
  • Promote and educate applicants and recipients, including State, Local, Tribal, and Territorial partners, on best practices in grant development and management through training and outreach efforts.
  • Monitor engagement with customers and partners through effective communication to foster support and ensure that programs and services align with their expectations.

Qualifications:

Applicants must be U.S. citizens and successfully pass a background investigation. The ability to obtain and maintain a Government travel card is essential. Males born after December 31, 1959, must be registered with the Selective Service. Some travel may be required.


Experience Requirements:

To qualify for the Grants Management Specialist (Mitigation) role at the IC-07 level, candidates must have at least one year of specialized experience equivalent to the IC-05 level within the Federal government. Relevant experience may be gained in federal, state, local government, or private sectors, and should include:

  • Assisting in the implementation and management of grants management programs.
  • Utilizing fact-finding techniques to research and evaluate program materials, including audit reports and regulations.
  • Writing and/or editing technical documents or reports.

Education Substitution:

This position allows for qualification based on education (or a combination of education and experience) as detailed in the requirements section. Candidates using education to qualify must submit unofficial transcripts with their application.
