About the Division: The City of Loveland's Public Works Transportation Engineering Division is dedicated to planning, managing, and executing transportation-centric capital improvement projects aimed at enhancing safety, operational efficiency, and multimodal transportation. The Civil Engineer II role serves as an engineering project manager from the initial scoping phase through to construction completion. Projects may encompass asset management, regional transportation planning, and grant strategy oversight. KEY RESPONSIBILITIES:

  • Maintain comprehensive knowledge of City standards, CDOT, and AASHTO specifications to effectively execute the City's Transportation Capital Improvement Program (CIP). Utilize professional judgment to assess requirements and standards in the best interest of the City.
  • Stay informed about the City's Transportation plans to assist in implementing current requirements and facilitating future updates.
  • Prepare Requests for Proposals (RFPs) for consultant selection. Conduct interviews, evaluations, negotiations, and hiring of consultants for various transportation-related projects.
  • Supervise and guide consultants in the preparation of design/construction plans for projects within the City's Transportation CIP, collaborating with other departments and stakeholders.
  • Execute critical project management tasks including scope generation, cost estimation, project scheduling, risk assessment, and reporting.
  • Conduct construction management duties for CIP projects, ensuring quality control, managing payments, approving change orders, and resolving contractor disputes.
  • Deliver formal presentations regarding assigned projects to various stakeholders, including property owners and city officials.
  • Compose a variety of written communications, from memos to detailed reports, in support of division objectives.
  • Provide guidance to inspection and technical staff, assisting them in understanding assignments and making informed decisions.
  • Make field design decisions to rectify plan deficiencies as necessary.
  • Assist with departmental projects and objectives.
  • Participate in hiring, training, and performance evaluation of staff, ensuring accountability and addressing any issues that arise.

QUALIFICATIONS:

Education:

  • Bachelor's Degree in Civil Engineering or a related field.

Experience:

  • Minimum of six (6) years in civil engineering, particularly in urban street design and construction, transportation planning, or project management. A combination of education and experience totaling 14 years may substitute for a degree.
  • At least two (2) years of experience leading a project team with diverse professional skills to address various concerns in urban transportation projects.
  • Two (2) years of experience in developing and managing project budgets throughout design and construction phases.

PREFERRED EXPERIENCE:

  • Familiarity with federal and state grant compliance regulations.

CERTIFICATIONS:

  • Valid driver's license required.
  • Registration as a Professional Engineer in Colorado or the ability to obtain it within one year of hire.

KNOWLEDGE, SKILLS & ABILITIES:

  • Strong understanding of civil engineering principles related to transportation.
  • Project management fundamentals and leadership capabilities.
  • Business management skills including budgeting and goal setting.
  • Ability to prepare complex reports and deliver presentations on sensitive issues.

  • Contract preparation and negotiation skills.
  • Proficient in modern office practices and software, including AutoCAD.
  • Ability to work independently and under pressure while meeting deadlines.
  • Strong organizational, written, and verbal communication skills.
  • Ability to maintain confidentiality and work effectively within a team.
  • Flexibility to adapt to changing priorities and requests.
  • Strong interpersonal skills to maintain effective working relationships.

PHYSICAL DEMANDS & WORKING CONDITIONS:

  • Primarily sedentary with occasional light lifting. Minimal walking or standing required.
