Role Summary:
This role is pivotal in executing and finalizing routine project control tasks utilizing established methodologies and tools.

The incumbent will engage in advanced project forecasting, aligning costs with schedules, conducting cost analysis, variance assessments, budgeting, trending, and monitoring burn rates, along with managing change control and cost oversight, while reporting to the program or portfolio level.

This position aids Project Managers across various project sizes and is expected to execute responsibilities with minimal supervision. The role is recognized as a technical Subject Matter Expert (SME) and necessitates a foundational understanding through formal education or relevant experience.

Proficiency in project control principles, procedures, and associated software tools is essential.

The candidate must be capable of identifying issues, formulating solutions, and implementing corrective actions.

Advanced skills in Excel are a prerequisite for this position.


Key Responsibilities:
  • Develop and distribute periodic project control reports (monthly, quarterly, and ad-hoc). This includes gathering, verifying, validating, and analyzing data to support project control reporting.
  • Manage Change Control processes. Track and oversee modifications to project scope and cost baselines. Identify, evaluate, obtain approvals for, and disseminate change requests, notices, and orders in compliance with internal governance standards and relevant contract terms.
  • Engage in Project Controls Benchmarking and Self-Assessment Initiatives. Assist in organizing and executing benchmarking and self-assessment activities pertinent to project controls and the types of projects typically managed by the team. Identify and communicate opportunities for improvement, adoption of best practices, and measures to address performance gaps.
  • Demonstrate expertise in Project Controls Methodologies. Experience in maintaining cost estimates, tracking cash flow reports, and managing change control documentation (scope or cost) is required. Monitor and report project status, performing variance and other data analyses at an appropriate level.
  • Collaborate with Estimators to create and maintain project cost estimates to ensure effective cost management. Ensure that project estimates encompass all necessary materials, resource/labor rates, and current industry data relevant to project scope.
  • Foster effective teamwork. The Project Controls Specialist is responsible for maintaining strong relationships with stakeholders, resolving quality issues, and completing assignments (proposals, project tasks, reports, etc.) as agreed upon. Demonstrates proficiency in conflict resolution and achieving mutually beneficial outcomes among team members.

Working Conditions:
  • Hybrid work model – duties will be performed from both remote and onsite locations following the onboarding period. However, hybrid employees should reside within a reasonable commuting distance to their designated facility.

Qualifications:
Basic Requirements:
  • Associate's Degree in Engineering, Project Management, Finance, or Business AND a minimum of 2 years of related experience.
  • Alternatively, a High School Diploma/GED with a minimum of 5 years of related experience.
Preferred Qualifications:
  • Advanced proficiency in Excel is essential.
  • Experience collaborating with project teams to gather information for cost forecasting.
  • Proficient understanding of project management and project controls concepts, along with experience in relevant software applications.
  • Demonstrated ability to analyze, integrate, trend, and forecast project cost information.
  • Familiarity with earned value techniques.
  • Self-motivated individual with a proactive approach to problem-solving.
  • Strong communication skills, both verbal and written.
  • Certifications such as Certified Associate of Project Management or Project Management Professional are advantageous.
Additional Desired Qualifications:
  • Experience with software tools like Business Objects, MS Office Suite, Visio, PowerPlan, or Maximo.
  • Previous exposure to EcoSys.
  • Background in Transmission Project Controls, Management, or Construction.
  • Experience with regulated utility companies or large-scale engineering and construction projects.
  • Knowledge of Program or Project Risk Control.
  • Proven ability to work collaboratively within a team environment.
  • Understanding of the Project Management Center of Excellence project lifecycle.
  • Experience with database management and reporting.
  • A four-year degree in Construction Management, Business, Project Management, Engineering, or a related field is preferred.
