Job Title: Construction Project Specialist Engineer

ASR International is seeking an experienced Construction Project Specialist Engineer to join our team. The successful candidate will play a pivotal role in overseeing and managing design, design-build, and construction projects in support of the White House, President's Park, and USSS support facilities.

Responsibilities:
  • Assist the government Project Manager in cradle-to-grave project management and administration.
  • Oversee, manage, and inspect the work of design and construction contractors across multiple projects as delegated by the Contracting Officer.
  • Actively manage, monitor, guide, and inspect projects for progress, quality, budget, costs, and compliance with contract documents.
  • Coordinate closely with the Project Manager and other stakeholders to resolve issues, problems, and delays promptly.
  • Investigate and analyze issues impacting project schedules, budgets, or costs.
  • Prepare Scopes of Work, Cost Estimates, and technical documentation for design and construction contracts and modifications.
  • Review and analyze contractor price proposals, prepare negotiation positions, and participate in contract negotiations.
  • Review contractor schedules and requests for payment, ensuring accuracy and compliance.
  • Review and provide detailed technical analyses and comments on contractor-submitted designs, shop drawings, etc.
  • Track and monitor contract submittals to ensure timeliness and resolution of issues.
  • Provide clear and definitive responses to Requests for Information (RFIs) through coordination with stakeholders and review of contract documents.
  • Assist in resolving disputes between contractors and project stakeholders or Government personnel.
  • Review and document contractor claims for additional costs or time adjustments.
  • Prepare draft completion reports promptly after final payment and provide to the Government project team.
  • Monitor overall contract performance, ensuring compliance with contract requirements and adherence to project constraints.
  • Plan, prepare, and execute corrective actions in coordination with the Project Manager.
Requirements:
  • TOP Secret security clearance level or ability/eligibility to obtain.
  • Minimum 4+ year Bachelor's degree in Engineering, Construction Management, or other related fields from an ABET accredited engineering college.
  • Master's or Doctorate degree in Engineering, Construction Management, or other related fields from an ABET accredited engineering college is desirable.
  • Current registration as a Professional Engineer (P.E.) in one of the 50 U.S. states is desirable.
  • Minimum of 8 years (6 years if Master's degree, 4 years if doctorate degree is held) of construction management/engineering work experience for multiple facility types, with Federal Government project work being desirable.
  • Experience serving as a CM, CMR, Owner's Representative, Construction Superintendent or similar position on at least 3 construction projects in the 5 years with construction values of at least $1M each project and which involved the active management, oversight and/or inspection of multiple construction trades and which required close coordination with the Government/Owner on construction issues.
  • Construction field experience on projects located in a secure facility/campus with limited site access, and on projects which involved construction activities in very close proximity to sensitive natural and cultural (buildings, historical artifacts, etc.) resources.
  • Experience performing and coordinating communication and work among multiple stakeholders in a construction environment, representing and communicating the Government's/Owner's/Firm's interests to stakeholders with varying and competing interests, and assisting negotiations in a construction environment.
  • Experience reviewing engineering designs, contractor shop drawings and vendor specifications and plans to determine constructability and practicality of proposed work and adherence to established standards and requirements.
  • The CMR shall be knowledgeable in applicable safety regulations and have a minimum of OSHA 30-hour construction safety training.
  • Extensive experience managing projects of varying complexity with multi-year phasing, overlapping schedules, and high visibility.
  • Proficiency in design and construction practices, building codes, cost estimation, negotiation, and technical writing.
  • Strong written and verbal communication skills, with the ability to solve problems and resolve conflicts effectively.
  • Expertise in project management software (e.g., Microsoft Project), Microsoft Word, and Excel.
