PRIMARY RESPONSIBILITIES:

Under the supervision of the Deputy Director for Economic Analysis & Research, the selected candidate will spearhead the examination of economic data, encompassing economic conditions, trend assessments, benefit-cost analyses, and evaluations of economic and fiscal impacts.

KEY TASKS INCLUDE:

  • Conducting economic evaluations of legislative and policy proposals, project initiatives, and other metrics related to economic development, including generating economic impact assessments through econometric modeling.
  • Monitoring critical statewide and regional economic indicators (e.g., Bureau of Labor Statistics, U.S. Census Bureau) while identifying, tracking, and reporting on emerging economic trends, and producing both routine and ad hoc executive-oriented economic briefings, such as monthly economic dashboards, regional reports, policy summaries, and other research projects as assigned.
  • Assisting project initiators in addressing inquiries or proposals from businesses considering expansion or establishment of operations in New York State.
  • Creating materials that ultimately support evidence-based policymaking within the agency and inform positions on proposed legislation, project assessments, and business attraction strategies.
  • Collaborating with various Empire State Development (ESD) program areas and other State agencies to solicit and exchange ideas, information, and feedback on research and economic analysis.

ESSENTIAL COMPETENCIES:

  1. Economic Modeling: Proficiency in statistical regression, economic modeling techniques, and programming, with experience in REMI / IMPLAN / Lightcast.
  2. Active Listening: Demonstrates understanding of key research inquiries and information needs of agency colleagues; attuned to the broader environment to recognize and comprehend sensitivities.
  3. Effective Communication: Provides action-oriented briefings; conveys information in a manner accessible to intelligent non-experts; efficiently summarizes key points; and prepares professionally crafted, visually appealing materials suitable for public dissemination.
  4. Collaboration: Fosters supportive, trusting relationships with colleagues both internally and externally. Detail-oriented: Submits and approves work products that are error-free.
  5. Problem-Solving: Capable of deconstructing complex issues into manageable tasks; willing to challenge and reassess the status quo; adept at navigating obstacles and balancing competing stakeholder interests to achieve practical outcomes.

MINIMUM QUALIFICATIONS:

Educational Background: A bachelor's degree in economics, finance, or a related field is required; a master's degree is preferred.

Professional Experience: A minimum of 6 years of professional experience in a research-focused environment such as a government research office, think tank, or economic analysis firm, performing quantitative and qualitative economic and public policy analysis, economic modeling, and cost-benefit assessments.

Preferred Knowledge: Familiarity with economic development-related fields including tax policy, real estate development, economic incentives (loans, grants, tax credits), workforce development, public-private partnerships, research and development, commercialization, and/or business marketing. Knowledge of New York State government policies and programs, or experience working within State Government is advantageous.
