Job Title: Financial Specialist Supervisor

We are seeking a highly skilled and experienced Financial Specialist Supervisor to join our team at My Florida Corp Defunct. As a key member of our finance department, you will be responsible for supervising professional accountants and ensuring the accurate and timely preparation of financial statements, reports, and other financial documents.

Key Responsibilities:
  • Supervise and manage a team of professional accountants to ensure the accurate and timely preparation of financial statements, reports, and other financial documents.
  • Develop and implement financial policies and procedures to ensure compliance with Generally Accepted Accounting Principles (GAAP) and other relevant laws and regulations.
  • Prepare and review financial reports, including balance sheets, income statements, and cash flow statements.
  • Ensure the accurate and timely recording of financial transactions, including journal entries and adjusting entries.
  • Supervise and manage the agency's investment accounts with the State Treasury.
  • Responsible for analysis, determination, and approval of all journal entries and adjusting entries for the agency.
  • Monthly reconciliation of Agency trail balance for all funds to ensure all fund balances agree with Department of Financial Services.
  • Processing of the quarterly General Revenue Service charge entries to the applicable trust funds in FLAIR.
  • Quarterly review and balancing of accounts payable and receivable due to/from accounts.
  • Preparation of comprehensive annual financial statements submitted to the Department of Financial Services, including but not limited to, Year-End Reporting, SEFA, and any other required accounting/financial reports.
  • Preparation of monthly, quarterly, and annual fiscal reports.
  • Provides financial information to Senior Management, other state agencies, and federal government.
  • Interprets and administers pertinent federal and state rules, regulations, and statutes in accordance with sound accounting principles.
  • Develops written standard operating procedures for fiscal operations to ensure compliance with applicable laws and guidelines.
  • Responsible for the coordination of property insurance coverage with Division of Risk Management.
  • Responsible for supporting Florida Is For Veterans component units as it relates to the operational budget allocated to our department.
  • Responsible for the monitoring of cash management investments or liquidations.
  • Reconcile investment balances monthly and annually with State Treasury.
  • Ensures monthly journal entries to record investment activities such as fees, interest earned, and investment or liquidation of funds or posted by the 15th of each month.
  • Emergency Management– Handling of tracking, reporting, compiling, and submitting financial information before, during, and after emergency situations.
  • Timely and accurately send out communications to all FDVA facilities on weather updates and tracking of weather as needed.
  • Coordinate invoices, payroll timesheets, and all documentation that is requested from State and Federal agencies for maximum reimbursement to agency.
  • Responsible for Resourced and Financial Management Policies and Procedures for Emergency Management.
  • Daily reporting of expenses to DEMES portal during disasters and when requested. Participate in daily phone updates when agency is required.
  • Print and maintain all application Declarations related to hurricane or related disaster. FEMA declaration including counties.
  • Construction and Capital Improvement – Supervises and is responsible for the oversight of the fiscal activities of construction and capital improvement for the agency.
  • Construction and renovation subsidiary ledgers.
  • Recording and support for Capital Improvement Plan.
  • Ensures all appropriation are managed and used in accordance with Federal Grant documents and or Capital Improvement Plan (CIP).
  • Reimbursements of grant funds.
  • Property Management – Supervises and is responsible for the property management for the agency.
  • Property management, reporting, and inventory.
  • Maintenance of property records.
  • Timely and accurate capitalization of assets.
  • Physical inventories at all FDVA locations statewide.
  • Year-end processing, balancing, and preparing required year-end forms and schedules related to Capital Assets including annual depreciation.
Requirements:
  • Bachelor's degree from an accredited college or university with a major in accounting and five years of professional accounting experience; or five years of professional accounting experience.
  • Three (3) years of supervisory experience.
  • Experience developing accounting and financial reports, performing other complex financial and accounting services.
  • Willingness and availability to perform emergency duties before, during, and/or beyond business normal hours or days.
  • Successful completion of the due diligence process, to include but not limited to, a Level II background check.
Preferred Qualifications:
  • Three (3) years of Accounting Recording and Reporting of Asset Management.
  • Experience with state of Florida FLAIR.
  • Significant knowledge and proficiency with federal, state, and county laws, regulations, and requirements within public sector accounting.
  • Managerial Accounting experience with the State of Florida government or county/city government knowledge.
  • Advanced skills in Microsoft Excel.
Skills:
  • Knowledge of supervisory principles, policies, and best practices in the fields of fiscal, accounting, and financial management.
  • Knowledge of State of Florida and Federal laws and rules applicable to preparation of financial statements; of fiscal recording of Capital Improvement Plans; of property management; and of other fiscal activities performed in a Governmental agency.
  • Knowledge of accounting or auditing principles, theory, and concepts.
  • Knowledge of internal control concepts.
Abilities:
  • Ability to prepare financial statement reports and schedules.
  • Ability to multitask, handle short deadlines, be detail-oriented, and flexible, and possess the ability to maintain effective working relationships at all levels.
  • Ability to communicate effectively verbally and in writing; to delegate effectively, train staff, make decisions using collected data, and organize thought in a clear and concise manner; to supervise others, plan, organize, and coordinate work assignments; and to understand and apply applicable rules, regulations, policies, and procedures.
Examples of Work:
  • General Supervisory Responsibilities - Assigns personnel to various projects, outlines the specifications of assigned projects, maintains comprehensive supervision of work performed, and makes interim and final reviews of work documentation.
  • Trains personnel, empowers employees to perform, at minimum, as expected, delegates responsibilities, and monitors performance to ensure compliance with applicable laws, guidelines, and FDVA policies.
