Overview

This role involves conducting and overseeing Historic Architecture assessments within regions impacted by DelDOT initiatives, collaborating closely with environmental and engineering teams. Key responsibilities encompass: research, field investigations, analytical evaluations, and the preparation and review of technical documentation. Selective Qualifications

Candidates must meet the selective qualifications in addition to the general job requirements. Those who do not meet these qualifications will not be considered. Do you hold a Master's Degree or higher in architectural history, art history, historic preservation, or a closely related discipline, OR a Bachelor's degree in architectural history, art history, historic preservation, or a closely related field AND two years of experience in architectural history or restoration architecture, or recognized contributions to the field of American architectural history? Are you knowledgeable about 36 CFR Part 800, Section 106, and compliance with the National Historic Preservation Act?

Core Responsibilities

Conducts environmental specialist activities in a specific environmental domain such as wildlife/endangered species, wetlands and vegetation, noise, air quality, civil rights, architecture/historic properties, and archaeological sites.
Offers guidance and technical support to engineering and project teams, representatives from local, state, and federal agencies, and project stakeholders to integrate environmental and sociocultural considerations into project and/or program activities.
Ensures that state project and/or program plans, construction, and maintenance comply with local, state, and federal laws, regulations, and standards related to water quality, wetlands, air quality, noise, wildlife, civil rights, historic preservation, and recreational areas.
Conducts research, field studies, and evaluations to ensure compliance with regulatory standards; observes, collects, analyzes, reviews, and interprets data, technical reports, and regulatory submissions to provide recommendations on project and/or program alternatives.
Prepares technical documentation, including reports on consultation efforts, project impact assessments, permits, and Memorandums of Agreement.
Coordinates and negotiates with local, state, and federal regulatory bodies to secure necessary permits or approvals and ensure the timely delivery of proposed construction activities that may impact environmental or cultural resources.
Makes recommendations and negotiates mitigation strategies with project managers, regulatory agencies, and other stakeholders; ensures that these commitments are fulfilled.
Engages with engineering and other project personnel, state agency representatives, project stakeholders, and regulatory agencies to address resource compliance issues and facilitate project/program completion.
Develops plans and policies aimed at preserving and enhancing the social and natural environment.
May engage with community leaders, special interest groups, resource agencies, the general public, or other affected parties to provide outreach and education on environmental impacts, mitigation strategies, and environmental stewardship through various platforms such as seminars, workshops, conferences, newsletters, assessments, and analytical reports.
May review draft environmental or cultural legislation proposals, regulations, or rule changes and provide feedback regarding the proposed changes as they relate to project and/or program development.

Job Requirements

MINIMUM REQUIREMENTS for Environmental Specialist III
Candidates must possess education, training, and/or experience demonstrating competence in each of the following areas:

A Bachelor's degree or higher in Environmental Planning, Biology, Environmental Science, Natural Science, Architectural History/Historical Preservation, Archaeology/Anthropology, or a related field. Two years of experience in performing environmental specialist work, including the analysis and assessment of environmental and/or cultural impacts of projects and/or programs. Two years of experience in data analysis and evaluation. Two years of experience in technical report preparation. Two years of experience ensuring compliance with environmental laws, regulations, standards, policies, and procedures. One year of experience in managing environmental projects, which includes planning, developing, implementing, managing, and evaluating environmental initiatives to ensure objectives are achieved.
