The Division of Child Support Services (DCSS) is a branch within DHS that aims to improve the welfare of children by locating non-custodial parents, establishing paternity and support orders, enforcing and modifying support obligations, and managing the collection and distribution of child support payments.

This initiative promotes parental accountability and self-sufficiency while minimizing the public's responsibility for providing financial and medical support to children.

DCSS also oversees several outreach programs, including but not limited to Fatherhood, Prison Re-Entry, and Parental Accountability Court, all aimed at increasing non-custodial parental involvement in children's lives.

DCSS is looking for qualified candidates for the role of Accounting Manager. This position allows for telework with occasional travel as required.

Key Responsibilities:
  • Analyze financial reports and data.
  • Review, recommend, and implement financial policies and procedures.
  • Set objectives for the managerial accounting team to enhance and support statewide performance within the DCSS Program.
  • Evaluate financial statistics and other accounting data to create fiscal impact projections.
  • Provide professional guidance and assistance in resolving complex accounting and financial issues.
  • Represent the State's financial interests in accounting-related negotiations with external parties, such as banks, vendors, and auditors.

Maintain awareness of current trends and developments in the field by engaging with relevant literature and attending seminars and conferences.

  • Ensure accurate and timely distribution of funds received through our SDU vendor.
  • Guarantee accurate and timely deposit of funds received through our State Distribution Unit (SDU) to the state bank account.
  • Oversee the accurate and timely distribution of funds received from various initiatives and bankruptcy tasks performed by the Financial Support Team (FST) and Administrative Collections Unit.
  • Investigate inquiries from custodial parents regarding fund distribution.
  • Coordinate with DHS/IT staff regarding the distribution of monthly collections received from the IRS and monitor for accuracy.
  • Oversee the process of hearings to appeal tax intercepts and ensure compliance with Federal/State regulations.
Core Competencies:
  • Exceptional oral, written, presentation, and interpersonal communication skills.
  • Strong proficiency in Microsoft Office Suite and standard software applications commonly used in corporate environments.
  • Demonstrated leadership capabilities.
  • Internal systems proficiency in $TARS and Data Warehouse is advantageous.
  • Adept at analyzing administrative and technical challenges and proposing improvements or solutions.
  • Knowledge of Federal Reports for the child support program, including the 157, 34, and 396 reports.
Minimum Qualifications:

Bachelor's degree in business administration, accounting, finance, or a closely related field AND three (3) years of professional-level accounting experience, including one (1) year in a supervisory capacity; OR two (2) years of experience at the lower level Accountant Supervisor or equivalent position.

Preferred Skills/Qualifications:

Preference will be given to candidates who possess a Master's degree from an accredited institution in a related area AND three (3) years of professional-level experience in accounting or closely related fiscal activities, with at least one (1) year in a supervisory, administrative, or lead role.
