Job Overview

Position Summary: The Subcontract Administrator II plays a pivotal role in sourcing and negotiating for materials, equipment, and supplies from various vendors, while also overseeing the performance of Nammo Defense System's supply chain. This position is integral in managing all aspects related to subcontract requirements.

Key Responsibilities:

  1. Acquire services, direct materials, supplies, and equipment in alignment with established policies, regulations, technical specifications, and program timelines.
  2. Act as the main liaison between Nammo Defense System and its suppliers, ensuring effective communication with minimal oversight.
  3. Identify, assess, and select suppliers based on factors such as pricing, quality, availability, reliability, warranty, technical support, and delivery performance, with decisions made by Nammo Defense System's Supplier Selection Board.
  4. Evaluate price proposals, financial statements, price trends, and forecasts to establish fair pricing, collaborating with the Contracts and Supply Chain Director for insights.
  5. Draft, negotiate, issue, assess, and oversee subcontracts and purchase orders to ensure supplier compliance with terms and conditions, while identifying the need for modifications.
  6. Ensure the dissemination of all mandatory, applicable, and optional contract requirements and clauses to vendors and suppliers. Collaborate with Nammo Defense System's Program/FFM and Contracts Management teams to ensure all contractual obligations are fulfilled by suppliers.
  7. Monitor inventory levels to guarantee sufficient availability to support production schedules.
  8. Maintain and review records of procured items, costs, deliveries, product performance, and inventory levels through the purchasing and item maintenance system.
  9. Keep supplier-related records up to date, ensuring compliance records, on-time delivery records, quality issues, cost audits, and other relevant supplier documentation are readily accessible.
  10. Assist in proposal efforts by issuing Requests for Quotations (RFQs) for necessary materials, tooling, and equipment.
  11. Foster positive employee relations and adhere to the Affirmative Action Plan, labor laws, and EEOC regulations.
  12. Ensure compliance with company policies and procedures, safety and environmental standards, and maintain good housekeeping practices.
  13. Perform additional duties as assigned.

Qualifications and Skills:

  1. Bachelor's degree is required.
  2. 2-4 years of experience in purchasing or a related field is preferred.
  3. Experience in international procurement is advantageous.
  4. Familiarity with FAR, DFAR, ITAR, and EAR regulations.
  5. Proficiency in MS Project, MS Office, Great Plains, SAP, Dynamics 365, or Oracle software.
  6. Strong analytical, communication, and interpersonal skills, with the ability to work effectively in both manufacturing and office environments.
  7. Excellent negotiation skills.
  8. Capability to read and interpret drawings, specifications, and bills of material.

Physical Requirements and Work Environment:

  1. Must pass a drug test in accordance with the Company Drug-Free Workplace Policy, which includes random testing.
  2. Good vision is required (may be corrected).
  3. No known hearing loss (may be corrected).
  4. Ability to stand, walk, or sit for extended periods.
  5. A valid driver's license in good standing is necessary, along with the ability to travel frequently.
  6. Willingness to work beyond scheduled hours when necessary, including nights and weekends.
  7. Ability to handle and work with paper materials.
