Job Title: Parks Manager

Southgate Recreation and Park District is seeking a highly skilled and experienced Parks Manager to oversee the maintenance, operation, and management of the parks department.

Key Responsibilities:
  • Supervise and direct part-time and full-time personnel in the performance of maintenance tasks, including landscape corridors, recreational facilities, playgrounds, and open space.
  • Organize, direct, and supervise work in accordance with general policies established by the District.
  • Maintain accurate and complete records on payroll, purchases, inventory, weather data, maintenance procedures, pesticide application, and other items.
  • Establish and maintain positive working relationships with schools, public agencies, and community organizations.
  • Participate in long-range planning and render professional advice, opinions, assistance, and service.
  • Communicate regularly with the management team.
  • Prepare and administer annual budgets for maintenance and capital improvements, working within budget limitations and controlling division expenditures.
  • Oversee construction projects, including site preparation, grading, and drainage, irrigation, hardscape flatwork, building improvements, and landscape plantings.
  • Review and evaluate plans, drawings, studies, and reports prepared by staff, outside consultants, other agencies, and contractors.
  • Administer personnel policies, ensuring proper hiring, training, supervising, personnel development, evaluation, and corrective action in accordance with fair labor standards, safety standards, and established policy.
  • Monitor daily operations, functions, and services, maintaining high standards and ensuring customer satisfaction.
  • Develop and maintain a sound organizational structure.
  • Ensure operational compliance with local, state, and federal laws and regulations.
  • Perform skilled tasks in planning, forestry, horticulture, irrigation, construction, landscape architecture, and design.
  • Ascertain present and future needs for recreation and park areas and facilities, reporting findings to the General Manager.
  • Review and make recommendations on space layout and general design of new recreation and park areas and facilities.
  • Oversee contract maintenance agreements with outside services.
  • Prepare correspondence, reports, and statements.
  • Work harmoniously and cooperatively with fellow employees and the public.
  • Perform heavy physical labor, lifting, carrying, pushing, and pulling heavy objects, such as cement and fertilizer bags (up to 50 lbs.), walking, standing, stooping, and crouching for long periods, climbing ladders, digging ditches, and post holes.
  • Operate motor vehicles and/or power equipment with intermittent vibration.
  • Perform under various weather conditions.
Requirements:
  • Graduation from a college or university with a Bachelor's Degree in Park Administration or Management, Public Administration, Business, or a closely related field.
  • Three years of responsible park service, including one year in a supervisory or administrative capacity in a public or private organization.
  • Valid California Driver's License.
  • Insurable under District policy.
  • Desirable certifications include Playground Safety Inspector, Qualified Applicator, Irrigation Technician, Backflow Preventer Assembly Tester, Pool Operator, Integrated Pest Management, and Certified Arborist.
