Job Title: Data Administrator - Aging and Long-Term Support AdministrationJob Summary:

We are seeking a highly skilled Data Administrator to join our team in the Aging and Long-Term Support Administration (ALTSA). The successful candidate will be responsible for overseeing and providing direction to professional and technical staff, leading and supervising three distinct units. The ideal candidate will have a strong background in data modeling, analysis, and program management, with experience in Medicaid programs and health services.

Key Responsibilities:
  • Establish baseline documentation for each rate model established by the office.
  • Create proposed rate methodologies for rates set by ALTSA.
  • Work with program staff to establish an internal policy for adopting these methodologies.
  • Create monthly/quarterly/annual reports showing trends of major service rates/facilities/beds/locations etc.
  • Manage the data function across multiple rates setting, administrations, and provide direct oversight to multiple data and rate-setting units.
  • Work with the office chief and rates operations manager to plan and coordinate the efforts of the office.
  • Prioritize the work of various staff and supervisors, ensuring work is aligned with office goals.
  • Help review rate and fiscal modeling, as well as data analysis and reports before sharing with leadership, and external stakeholders, or publishing to the website.
  • Strategically plan, organize, build, maintain, document, and set the Medicaid reimbursement rates across the administrations.
  • Respond to legislative inquiries and analysis, program planning, and policy development inquiries.
  • Supervise and manage team resources, oversee, and assign work, mentor, and develop managers for each unit.
  • Hire, organize, develop employee performance plans, and align staff with necessary functions and responsibilities.
Requirements:
  • A master's degree in public health, health care administration, public or business administration, or allied field and 2 years of supervisory experience in health services, social services, or Medicaid programs, and 5 years of progressive experience with data modeling analysis, program management, quality assurance, or process improvement methodologies such as Lean.
  • OR A bachelor's degree in public health, health care administration, public or business administration, or allied field and a minimum of 4 years of supervisory experience in health services, social services, or Medicaid programs and 5 years of progressive experience with data modeling analysis, program management, quality assurance, or process improvement methodologies such as Lean.
  • OR 8 years of supervisory experience in health services, social services, or Medicaid programs and 5 years of progressive experience with data modeling analysis, program management, quality assurance, or process improvement methodologies such as Lean.
Preferred Qualifications:
  • Experience with complicated fiscal and rate modeling.
  • Proven leadership skills and personnel management to build and motivate a team to achieve targeted results.
  • Ability to develop and maintain collaborative partnerships with stakeholders, key leaders from other agencies, jurisdictions, ALSTA and DDA programs, and other work teams.
  • Understanding of state budgeting, legislative process and procedures, and payment and reimbursement principles.
  • Ability to present complex ideas, analyses, and information to a variety of audiences.
