The Joint, Office of the Secretary of Defense, Interagency Division offers specialized support services to a diverse clientele, including the Department of Defense and international partners. Our team provides a comprehensive suite of analytical and programmatic services designed to empower our clients in making informed decisions regarding their most pressing challenges.

Within the NATO Allied Command Transformation Group, we focus on capability development, program management, quality assurance, cost estimation, standardization, reporting, software solutions, and information management. Our aim is to enhance the requirements capture process, ensuring thorough documentation and traceability of user requirements throughout their lifecycle, from initial definition to realization and utilization.

We are currently seeking a Requirements Management Specialist to provide expert support.

Key Responsibilities

The selected candidate will leverage their expertise in Requirements Management to assist in the requirements engineering and management processes. This role will involve:

  • Supporting Capability Requirements Managers in identifying, eliciting, capturing, analyzing, evaluating, integrating, and maintaining high-quality capability requirements.
  • Contributing to the ongoing development and maintenance of the requirements repository, ensuring accurate version control and adherence to quality standards.
  • Developing and refining processes related to requirements traceability, including criteria, reports, and lifecycle management.
  • Enhancing requirements management tools to facilitate effective engineering and management processes.
  • Participating in the creation of directives and standard operating procedures relevant to requirements traceability.
  • Engaging in requirements engineering activities across all stages of the capability lifecycle to uphold the integrity of traceability processes.
  • Contributing to continuous improvement initiatives and participating in relevant workshops and meetings.

As a member of the Requirements Management team, you will identify lessons learned, support change management, and adapt to evolving requirements.

Qualifications

Essential Qualifications:

  • Active National and/or NATO Secret security clearance.
  • Bachelor's degree in a relevant field such as Engineering, Management, Information Systems, or related disciplines.
  • A minimum of 5 years of experience in Requirements Engineering and/or Management, including elicitation, development, analysis, and traceability management.
  • Experience evaluating Requirements Traceability across various development lines (e.g., doctrine, organization, training, materiel, leadership, personnel, facilities, interoperability).
  • Hands-on experience in Requirements Development, either as an author or facilitator.
  • Proven experience managing requirements in accordance with formal configuration and change management processes.
  • Recent experience with processes certified under ISO 9001 standards.
  • Familiarity with IBM Rationale DOORS Next or similar tools.
  • Citizenship of one of the 32 NATO member countries.
