Job Title: Senior Financial Team Lead

At Tech Marine Business, we are seeking a highly skilled and experienced Senior Financial Team Lead to join our team. As a key member of our financial team, you will be responsible for providing financial support to our PMS 377 program office.

Responsibilities:
  • Lead and participate in the collection, preparation, and maintenance of Task Planning Sheets (TPS) to capture program office requirements.
  • Prepare and submit funding documents to cognizant sponsoring organizations for processing, track funding documents through the process to completion, and ensure PA acceptance.
  • Maintain TPS Budget Execution Workbook to track current budgets, allocations, and budget revisions, and ensure that performing activities meet obligation and expenditure benchmarks and targets.
  • Prepare monthly Principal Assistant Program Manager (PAPM) and Task Manager (TM) Execution Status Reports, and provide support for major reviews, including the Mid-Year Review.
  • Identify expiring funds, engage government Program Analysts (PAs) to determine if funds are available for recoupment, and prepare plans for recoupment of funds and realignment as applicable.
  • Track funding document Work Completion Dates (WCD), develop plans as needed to extend WCD dates or recoup/reissue funds for funding documents with remaining unliquidated obligations.
  • Research and prepare responses to financial data calls from various organizations, including the NAVSEA comptroller, the IWS Chief Financial Officer, and resource sponsors.
  • Develop data for presentation at Program Reviews and Financial Reviews, and lead the development of recommended Courses of Action based on analysis of data presented.
  • Maintain and improve proficiency in MS Office, specifically Excel, Word, and PowerPoint, and assist team members, peers, and subordinates in their improving proficiency in MS Office suite programs.
  • Perform frequent internal and external customer interface, including regularly scheduled and ad hoc meetings.
  • Maintain proficiency in Enterprise Resource Planning Program (ERP), Planning, Standard Accounting and Reporting System (STARS), Automated Funding Document System (AUTODOC), Computer Optimized Batch Reconciliation Application (COBRA), Mechanization of Contract Administrative Services (MOCAS), Program/Budget Information System (PBIS), Program Resources Integrated Solutions Management System (PRISMS), NAVSEA Headquarters System (NHS), and Naval Data environment (NDE).
  • Lead Earned Value Management (EVM) support efforts, including Contract Performance Report (CPR) review and analysis, input to Contract language and CDRL requirements, support for Production Readiness Reviews, Integrated Baseline Reviews, miscellaneous audits, Independent Cost Estimating analyses, development of PMEACs, evaluation of Contractor EACs, evaluation of Inflation, Economic Price Adjustment (EPA), and yard wide work load planning impacts, review of Contractor System Descriptions, evaluation of OTB/OTS requests, review of Production reports for EVM impacts, and Shareline calculations.
Qualifications:
  • Bachelor's degree or equivalent U.S. military service experience.
  • At least 10 years of experience providing financial support to U.S. Navy program offices.
  • Must be a United States citizen.
  • Must possess an active DOD Secret security clearance.
  • Proficiency using the Microsoft Office suite, including Word, Excel, and PowerPoint.
  • Outstanding verbal and written communications skills.
  • Ability to perform frequent internal and external customer interface, including regularly scheduled and ad hoc meetings.
  • Ability to travel reasonable distances to meet with customers or other company personnel in the execution of job functions.
  • Ability to lift and carry up to 25 pounds in order to carry a laptop, notebooks, papers, binders, and other tools and equipment required in the execution of job functions.
