About the Position

This is a challenging and rewarding opportunity to join the Department of Health and Human Services as a Lead Nurse. As a key member of our team, you will be responsible for providing guidance and direction to employees and departments, ensuring that the organization's strategic plan, mission, vision, and values are communicated and integrated into the team's strategies, goals, objectives, work plans, and work products and services.

Key Responsibilities
  • Provide guidance to employees and direction to departments, other Nurses, and healthcare providers, including temporary personnel.
  • Ensure that the organization's strategic plan, mission, vision, and values are communicated to the team and integrated into the team's strategies, goals, objectives, work plans, and work products and services.
  • Coach the team in the selection and application of appropriate problem-solving methods and techniques, provide advice on work methods, practices, and procedures, and assist the team and/or individual members in identifying the parameters of a viable solution.
  • Monitor and report on the status and progress of work.
  • Assess the patient and develop a plan of care for individual patients by interviewing the patient and family members, reviewing the patient's health record, determining and evaluating the kind of physical and health care needed.
  • Coordinate available resources to provide patient and family with social, age-specific, emotional, educational, cultural, spiritual, and physician support.
Requirements
  • Must pass pre-employment examination.
  • Selectee may be subject to a probationary/trial period.
  • ESEP appointees typically serve a two-year trial period.
  • U.S. Citizenship is required.
  • Selective Service Registration is required for males born after 12/31/1959.
  • This is a designated position covered by Public Law, requiring contact or control over Indian children.
  • Confidential Financial Disclosure Form required.
  • Measles and Rubella immunization required for selectees born after 1957 and seasonal influenza immunization is required for all staff working in Indian Health Service healthcare facilities.
  • COVID-19 vaccination is required for all selectees prior to entrance on duty.
  • The selected individual is required to obtain and maintain medical staff clinical privileges, including any licensure requirements.
  • On-call hours or standby duty may be required.
  • Works on a regularly assigned or rotational basis to provide continuity of services during days, nights, weekends, and holidays.
  • Successfully pass the E-Verify employment verification check.
Qualifications

To qualify for this position, your resume must state sufficient experience and/or education to perform the duties of the specific position for which you are applying.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, social).

You will receive credit for all qualifying experience, including volunteer and part-time experience.

You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.

BASIC REQUIREMENT(S):

Education: A graduate or higher level degree, bachelor's degree, associate degree, or diploma from an accredited professional nursing educational program is required.

This education must have been accredited by the Commission on Collegiate Nursing Education (CCNE), Council on Accreditation of Nurse Anesthesia Educational Programs (COA), Accreditation Commission for Midwifery Education (ACME), or an accrediting body recognized by the U.S. Department of Education at the time the degree was obtained.

Degree from Foreign Nursing School: Official certification from the Commission on Graduates of Foreign Nursing Schools (CGFNS) is required for individuals who graduated from foreign nursing schools.

Licensure: For all grade levels and positions, applicants must have passed the National Council Licensure Examination (NCLEX). In addition, they must possess a current, active, full, and unrestricted license or registration as a professional nurse from a State, the District of Columbia, the Commonwealth of Puerto Rico, or a territory of the United States.

MINIMUM QUALIFICATIONS:

Your resume must demonstrate at least one (1) year of specialized experience equivalent to at least the next lower grade level in the Federal service obtained in either the private or public sector performing the following type of work and/or tasks:

Carrying out the duties of providing professional nursing duties for patients, who are critically ill and provides nursing care to meet the physical, emotional, spiritual, and socio-cultural needs of the critically ill patient and family.

Collaborate with members of the multidisciplinary team in assessing, planning, implementing, and evaluating health care for intensive/coronary patients.

Time In Grade: Federal employees in the competitive service are also subject to the Time-In-Grade Requirements: Merit Promotion (status) candidates must have completed one year of service at the next lower grade level.

Time-In-Grade provisions do not apply under the Excepted Service Examining Plan (ESEP).

You must meet all qualification requirements within 30 days of the closing date of the announcement.

Education: This position has an education requirement. You are strongly encouraged to submit a copy of your transcripts or a list of your courses including titles, credit hours completed, and grades.

Unofficial transcripts will be accepted in the application package. Official transcripts will be required from all selectees prior to receiving an official offer.

Only attendance and/or degrees from schools accredited by accrediting institutions recognized by the U.S. Department of Education may be credited.

Additional information: Per IHS policy (SGM IHS selectees to positions located in Federally operated hospitals, health centers, and clinics must be fully vaccinated for COVID-19 before entry on duty or have IHS approve a medical or religious exemption. If an exemption is approved then wearing a face mask and regular testing for COVID-19 will be required.
