Job Summary

We are seeking a highly skilled and experienced Deputy Director of Judicial Administration to join our team at St. Louis County, MO. The successful candidate will be responsible for assisting the Judicial Administrator with the operation of the Twenty-First Judicial Circuit Court of St. Louis County.

Key Responsibilities
  • Assist the Judicial Administrator with executive and administrative duties, including case flow management, records management, fiscal management, statistical analysis and projections, public relations, technology management, court security management, and personnel management.
  • Carry out day-to-day operations, performance management, hiring, disciplinary actions, and implement court policies adopted by the Judges.
  • Manage, oversee, and direct the daily operation of the Court as assigned by the Judicial Administrator.
  • Assist the Director of Judicial Administration with powers and duties provided to the office by constitution, by law, or by ordinance.
  • Collaborate with judges on procedural and legal issues, including Administrative Orders, closed records and ex parte communications.
  • Manage litigation impacting the Court.
  • Collaborate with the Judicial Administrator and Director of Operations/Finance regarding the County Budget process.
  • Provide direction and supervision to Human Resources Department.
  • Review and implement new legislation, Supreme Court rules, and case law as needed.
  • Liaison with County government agencies and State Government agencies.
  • Implement and monitor policies for legal publications.
  • Assist with and plans for implementation of new technologies and procedures to improve court efficiency.
  • Develop and recommend policies and procedures to address needs of the court system.
  • Oversee the implementation and management of the courts strategic plan.
  • Oversee operations to ensure responsible policy implementation and compliance.
  • Assist with Jury management.
Requirements
  • A licensed practicing attorney or a bachelor's degree from an accredited college or university, plus at least eight years of professional experience in law, social work, or public sector administration.
  • At least five years of experience at the management level, with prior experience in court administration involving responsibility for a large subordinate staff, multiple programs and areas of responsibility.
  • Thorough knowledge of court procedures, legal documents, statutes and legal factors pertaining to the court system.
  • Well-developed management skills and the ability to direct and delegate tasks to staff members.
  • Excellent verbal and written communication skills.
  • Excellent organizational skills and attention to detail to meet critical deadlines.
  • Considerable knowledge of the basic principles and practices of public administration.
  • Considerable knowledge of modern management techniques and methods.
  • Basic knowledge of budget planning, preparation, and administrative processes.
  • Considerable knowledge of intergovernmental relationships as they related to administration.
  • Considerable skill in preparing written reports and making public presentations.
  • Ability to interpret and analyze legislation, case law and Court Rules.
