Job Overview

GENERAL SUMMARY

The Medicaid Fraud Control Unit (MFCU) within the Office of the Attorney General (OAG) is in search of an Investigative Sergeant to lead advanced criminal inquiries into Medicaid provider fraud and nursing home-related matters. This role encompasses the execution of criminal investigations concerning breaches of various state and federal laws, along with providing assistance in prosecutorial efforts as necessary.

POSITION DETAILS

Candidates for this role should be ready to undergo a thorough background examination. A motor vehicle registration review will also be conducted. The MFCU collaborates closely with various law enforcement entities, including federal agencies. In specific instances, a Top Secret security clearance may be essential for full participation in joint operations or task force activities. While such clearances are not a prerequisite for employment, they may be required subsequently. Given that most security clearance issues stem from criminal records or unresolved credit concerns, comprehensive criminal and credit evaluations will be performed on all candidates prior to hiring.

KEY RESPONSIBILITIES
  • Conduct intricate criminal investigations regarding Medicaid provider fraud, ensuring that nursing home-related inquiries are handled with professionalism and efficiency, employing a variety of techniques to fulfill the primary mission of MFCU: to bring violators of applicable laws to justice and identify overpayments to Medicaid providers.
  • Plan, engage in, and execute undercover operations, surveillance activities, raids, and searches; identify, collect, and analyze evidence, including complex records from Medicaid providers; execute court orders, warrants, and subpoenas; and document investigative outcomes.
  • Establish and maintain relationships with external agencies, organizations, and groups that can support the MFCU mission, including the proactive identification of investigative targets; actively participate in collaborative investigative efforts across teams and agencies; and foster a positive workplace atmosphere.
  • May mentor, guide, and assist in the work of colleagues.
  • Respond to urgent situations by being available on-call 24/7.
  • Maintain up-to-date knowledge necessary for fulfilling essential job functions.
  • Attend work consistently in accordance with the agreed-upon schedule.
  • Ensure the security and confidentiality of sensitive information.
  • Adhere to all agency policies and procedures, particularly those related to ethics and integrity.
Qualifications:

MINIMUM REQUIREMENTS
  • Education: High school diploma or equivalent.
  • Education: Completion of sixty credit hours from an accredited institution; alternatively, an associate's or bachelor's degree from an accredited college or university; or relevant full-time experience in investigations, law enforcement, auditing, accounting, or compliance monitoring in Medicaid, Medicare, or health care insurance can substitute for the required education on a year-for-year basis.
  • Experience: A minimum of four years of full-time criminal investigative experience as a licensed peace officer or a comparable federal law enforcement officer.
  • TCOLE certification.
  • Knowledge of TCOLE training requirements and healthcare fraud investigation training needs.
  • Proficiency in Microsoft Office Suite (i.e., Word, Excel, PowerPoint, Outlook).
  • Understanding of criminal investigative principles, techniques, and methodologies.
  • Familiarity with management and administrative principles, techniques, and methodologies.
  • Awareness of agency goals, objectives, rules, regulations, policies, and procedures.
  • Knowledge of relevant state and federal statutes, rules, and regulations governing law enforcement activities.
  • Understanding of criminal and civil court proceedings and rules of evidence.
  • Effective oral and written communication skills (writing sample required during the interview process).
  • Aptitude for researching and interpreting complex regulations.
  • Ability to apply investigative techniques and procedures.
  • Capacity to manage multiple tasks, prioritize effectively, and meet deadlines.
  • Sound judgment and decision-making skills.
  • Ability to develop and implement strategic plans and budgets.
  • Proficiency in the use and maintenance of firearms.

  • Ability to interpret and apply relevant provisions of the Texas Penal Code, the Texas Code of Criminal Procedure, and federal statutes related to investigations.

  • Ability to arrange personal transportation for business-related travel, with reimbursement.
  • Ability to work beyond 40 hours as required, in compliance with FLSA.
  • Ability to lift and move 30 lbs.
  • Ability to travel (including overnight travel) up to 20%.
  • Ability to achieve a minimum score of 64% on the 500-meter row test or 4-minute row test, utilizing a Concept 2 Rower.
PREFERRED QUALIFICATIONS
  • Experience in conducting white-collar/economic crime investigations.
  • Experience in investigating healthcare provider fraud and collaborating with state and federal prosecutors in criminal cases.
  • Proficiency in the MFCU documentation and reporting system or a similar system.
  • Knowledge of healthcare fraud statutes (state and federal).
