Chief Auditor

This is a highly responsible professional and supervisory position that manages, directs, and controls internal audits, investigations, and inspections that promote integrity, effectiveness, and efficiency of operations. The Chief Auditor performs professional auditing work, including conducting financial, fiscal compliance, and operational audits of City departments, programs, and activities, as well as external agencies receiving city funds through grants or contractual agreements/contracts.
Key Responsibilities- Plans procedures and schedules for auditing extensive and complex accounting systems in the largest municipal agencies; co-ordinates audit with departmental officials.
- Supervises and participates in audits to ascertain adherence to pertinent laws, rules, and regulations concerning accounting transactions.
- Determines applicability of audit standards to the specific project and modifies procedures in accordance with individual situation.
- Develops audit policies, procedures, and templates.
- Designs risk-based audit programs to assess operations and processes that exhibit more critical levels of risk to the organization; Gathers, analyzes, and interprets information and applies professional discretion to reach appropriate conclusions and rank the importance of the issues identified in audit work.
- Reviews work of subordinate auditors, studies audit notes established standards.
- Confers with Director of Policy, Management and Grants (Budget Director) and Controller concerning major changes in audit procedures or particularly difficult questions of an auditing nature.
- Appraises the adequacy of corrective actions taken to improve deficient conditions.
- Evaluates the diverse functions and activities of the City to determine the nature of operations and the adequacy of the system of internal control surrounding them.
- Reviews audit findings with Controller prior to final draft of report.
- Interacts with City's Independent Auditors (External Auditors) in the performance of the citywide audit.
- Exercises discretion to identify the key internal controls in the audit area, activity, function, or process.
- Coordinates and monitors some of the citywide central billing functions.
- Performs related work as required.
- Graduation from an accredited college or university with a Bachelor's Degree in Accounting, Public Administration, or Business Administration.
- A minimum of 3 years' experience in the auditing field, including 3 years' experience in a supervisory capacity.
- Experience auditing large organizations is preferred.
- Certified Public Accountant or Certified Internal Auditor certifications are ideal.
This is a General Fund, Tested position. This position is included in a collective bargaining agreement with Local 3144, American Federation of State, County and Municipal Employees. General Funded hires into this class are not covered by Social Security and will not pay Social Security taxes. They instead participate in the City Pension; the employee contribution rate is 10% of pay.
Employment is contingent upon the successful completion of: (1) a pre-employment background check, (2) a pre-employment physical examination, including pre-employment drug screening accordance with the City's Drug Free Workplace Policy*, and (3) a 90-day probationary period.
