Key Responsibilities:

The Lead Operations Strategist (reporting to the VP of Network Deployment) oversees project management for the RDOF (Rural Digital Opportunity Fund) program across 25 states, including invoice auditing and vendor oversight.

You will provide leadership to a team of 4 direct reports, including:
  • Vendor Invoice Auditing Team (VIAT): Comprising 1 Manager and 5 Network Engineers, this team ensures meticulous verification, auditing, processing, and reconciliation of incoming invoices while offering comprehensive training to vendors and internal teams on invoicing protocols.
  • GIS Analysis Team: This team includes 1 Manager and 5 Data Specialists who identify and tag structures that meet eligibility criteria for RDOF and Serviceability requests, coordinating with Regulatory to ensure compliance with established targets.
  • Contract Administration Team: This group consists of 1 Manager and 5 Network Operation Assistants, responsible for developing training for SOW units and maintaining vendor relationships, including contract interpretation and dispute resolution.

This position is remote, allowing you to collaborate with colleagues as needed while working from anywhere in the contiguous United States.


Qualifications:

We seek a candidate with a robust background in government subsidy funding programs and extensive management experience leading a team of managers.

Familiarity with PowerBI or similar reporting tools to effectively communicate with executive management will be advantageous. A solutions-oriented mindset with a positive attitude will contribute to success in this role.

Responsibilities Include:
  • Establishing annual team objectives to meet group metrics while implementing process improvements and cost reductions.
  • Leading team development with a focus on coaching managers and communicating priorities and progress across the organization.
  • Managing multiple projects and priorities through personal involvement, accountability, and ownership of outcomes.
  • Collaborating with various functional teams, including Regulatory, Procurement, Construction, Engineering, and Finance, to achieve results.
  • Guiding the organization through changes as directed by senior leadership.

Preferred Background:

A BS degree in Business, Engineering, or a related technical field is preferred, or 6+ years of relevant experience.

At least 4 years of management experience in a technology-focused operations role, combined with knowledge and/or experience in business principles, telecommunications, accounting, finance, engineering, and construction, is essential.

Proven ability to deliver project outcomes within budget and timelines, establish strategic priorities based on geographic uniqueness, and conduct financial analysis to determine the lowest cost of ownership for various technical solutions is required.

Strong analytical skills and experience presenting to senior leadership, along with proficiency in developing materials for diverse audiences, including executive, engineering, sales, marketing, and finance, are necessary.

Familiarity with Frontier's Architecture Standards and Engineering Guidelines, as well as proficiency in company systems such as Infinium, Varasset, Sitetracker, FROGs/GAP, DPI, SharePoint, and PowerBI, is preferred.

Strong working knowledge of Outlook, PowerPoint, Word, and Excel is also required.
